Stephen was asking about the city's response to Malibou house as he is a resident of the street on which one of their houses is located and expressed that he is already dealing with the effects of slummy properties, and this is making it much more difficult to deal with. He complained about noise, traffic, and the overall parking nightmare that has become of his culdesac.

To whom it may concern, The following describes multiple code violations from Chandler Automotive that I noticed/experienced during the process of retrieving my towed car from their site. I have video/audio evidence of the violations, and I would prefer if someone reached out to me so I can submit these as proof. It will only allow me to upload images through this submission form. Thank you: BMC 4.32.140(b): Called the number at around 5:30pm to ask to retrieve car, employee stated that she will not be able to get my car until about 9:30/10pm. This is in violation of part 1 of section B, as well as violation of part 2 of section B, since this was well outside the sixty minutes. I recorded the phone call where the employee told me 10pm. Please reach out if you would like this evidence. BMC 4.32.140(f): The invoice, see attached, is not itemized correctly pursuant to the requirements of I.C. 24-14-5-1. The invoice is missing/incorrectly accounted for the following: - I.C. 24-14-5-1(4)(D) - No VIN number. - I.C. 24-14-5-1(4)(C) - No year. - I.C. 24-14-5-1(5) - License plate # is incorrect. - I.C. 24-14-5-1(C) - No explanation is given for the additional charges incurred, which is required here. BMC 4.32.130(a)(2) - The company attempted to charge me $185 for the tow. One $25 charge being a go jack fee, and the other being a dollies fee. Since a go jack fee is a special fee, the total for those should not be $50 according to the code, but a maximum of $25. They corrected this upon me providing them a copy of the code. However, I have audio recording of them attempting to charge me that amount, and being unable to explain these additional charges. BMC 4.32.120(a) - As stated above, the towing company failed to comply with applicable state law in the invoice. BMC 4.32.120(e) - The vehicle was not able to be claimed upon calling at 5:30pm on 4/18/2024. Please reach out for a copy of the evidence as I am not able to upload it here. These laws were created by the legislature with the intention to be construed strictly due to the stated purpose of this chapter being to protect the public from unconscionable practices (BMC 4.32.010). Please reach out to me if you have any additional questions. I plan on following up in fourteen (14) days if I have not heard back from the city on this matter by that time. Sunday afternoons, even in the downtown area, should be a chance the peaceful enjoyment the premises of one's own abode. Today, however, the noise from the sidewalk musicians who are somehow sponsored by the record store on the east side of Walnut just south of Sixth Street, makes any peaceful enjoyment impossible. I have my windows shut, even though I should be able to have them open on a day as warm as this, and even though the windows are shut, the noise is quite intrusive. Does Bloomington not have a prohibition against this kind of use of the public right of way? Don't you need a permit, or can any business just say: Hey come play the drums and electric guitar out in front of my shop? More maybe they do have a permit. If they do, they should post it so everyone can see that it is allowed. I understand a certain amount of weird noises are part and parcel of downtown living. But this seems like an abuse of the downtown public sphere. Thanks for whatever you are able to do to help make downtown Bloomington actually livable.

Since the dismantle of 2 homeless camps last week they seem to have migrated down the b line to a wooded area in a residential area within a block of a boys and girls club, and 3 blocks away from a middle school. between 11th street and cottage grove ave on Summit st. The city just towed a few abandoned cars from this street a week ago. Now their is more cars that people are clearly living in. They are setting up tents and seating areas like its their living room, theirs tents popping up in the woods along this road, and the TRASH and SMELL is getting out of hand. This is becoming a safety hazard for children who walk home from the school and boys and girls club in the surrounding areas as this is a school zone. The people residing in this "camp" scream, argue, fight, and curse loudly at all hours of the day and night. They block traffic loitering by the cars and scream at any car that tries to get through them, and have animals who are leaving droppings everywhere and no one picks it up. This is also encouraging people to start parking rv's in this area as well, and it is turning into "skid row". PLEASE do not let this camp get set up and get as bead as the two you just dismantled. It will be harder to get them to leave the longer you wait to address this. I have found several syringes in my yard along the alley so their is clearly drugs being used and distributed at this new homeless camp on SUMMIT st. in between 11th st & Cottage grove ave. Right across from the gas station on 11th. thank you.

To Whom It May Concern, I am writing to formally report an ongoing issue with a neighboring property located at 111 W Southern Dr. The resident, Ashley, owns three dogs. One of them, a dog named Ruby, consistently exhibits aggressive and disruptive behavior that has significantly impacted our quality of life. Ruby barks incessantly, often for prolonged periods, particularly when we are outside on our front porch or tending to our garden. Despite multiple opportunities to address the situation, Ashley has made it clear that she does not consider the barking a problem, stating that because it does not bother her, it should not bother anyone else. This dismissive attitude has left us with no reasonable resolution and has effectively driven me away from gardening—a once peaceful and restorative activity for me. In addition to the constant barking, Ruby regularly escapes into our yard, approaching us with hackles raised, barking and snarling aggressively. This behavior is alarming and feels threatening, especially when we are simply trying to enjoy our own property. When anyone walks by the house, even with Ashley present, Ruby behaves similarly, charging at pedestrians and displaying aggressive posturing. I am aware of at least one incident in which Ruby’s behavior caused such fear that she was sprayed with mace. Despite repeated concerns from neighbors, Ashley continues to disregard the issue. She claims the dogs are "working dogs" and that their behavior is normal for the breed. However, they are not being worked, socialized, or exercised in any meaningful way. They are rarely seen off the porch or in environments like dog parks where they might interact with other dogs or people. Given that Switchyard Park is essentially our front yard and a public, family-friendly space, this level of negligence is particularly troubling. I regret not filing this report sooner. I have been patient for years in hopes that the situation would improve, but the lack of responsibility and disregard for the safety and comfort of others has reached a point where formal action is necessary. During the fall of 2020, annual maintenance of the electric wires on the right side of the street (heading south) was done. I don’t know if it’s the city, Duke Energy, or a company who performs this task but today I am writing to complain about the results of the work. It affects the following locations * Beginning at 1816 S High heading south through 2011 S High * And again beginning at 2020 S High heading south through 2021 S High As an avid gardener, it is painful to look at the way the trees are trimmed in the first place. This is the most egregious offense. And just as important, the trees and limbs that were removed are randomly thrown on the ground and it is a visual eyesore. When I look at this I wonder why all the trees aren’t just removed from both stretches on South High? Who is responsible for this mess and what can be done about it? It is shoddy work and our town of Bloomington shouldn’t allow for it.
