The idea that Bloomington does not allow basketball or turf rentals at the TLRC is preposterous at this point in the pandemic. The positive case numbers have continued to drop, Monroe County has the lowest positive rate in the entire state, and TLRC has already shown they can operate safely. There is no reason at this point to continually take away opportunities from youth sports in Bloomington. It is long overdue that someone like John Turnbull is held accountable to create opportunities for youth sports instead of continually take them away and claim that "participation numbers are down" that is a direct reflection of the lack of initiative in his department and it starts at the top.

I work for The Villages Healthy Families program. We are a non-profit child welfare agency. I am looking for a fee waiver for a room rental at Twin Lakes to host a free, public class on infant safe sleep education. The class takes between 30-45 minutes and attendees receive a pack n’ play at the conclusion. There are no income requirements for the class. Would the Parks Department be able to waive the fee for this class? I offer it throughout the county to make it more accessible for those with transportation barriers. Thanks for the consideration!

I sent this to mcdevitp@bloomington.in.gov, sternerm@bloomington.in.gov, eadsd@bloomington.in.gov, barrickb@bloomington.in.gov today, but I wanted to submit it here too so that it's entered into the uReport records and doesn't get lost. This is in regard to the hole in the turf field at the Twin Lakes Recreation Center, where the turf has worn through to the concrete and almost caused some serious injuries to our league players on Sunday, February 19th. Our league ends after March 5th and I'm worried someone will get seriously hurt between now and then unless something is done to cover or patch that spot on the field during that time. Hi Paula, Rebecca, Mark, and Daren, Thank you for your quick response. I do appreciate that you are inquiring to see if the work can be moved up to spring break week (March 13). However, this doesn't answer my question about what they are going to do to make the field safe to play on in the two weeks before that time. We still have to play on the field during those two weeks (unless of course Twin Lakes would like to refund us the money for those days and reschedule our field time - something that would need to be discussed with the leagues). Is there anything Twin Lakes can do to patch or cover that spot in the immediate term until the repairs can be made? I've been playing Ultimate Frisbee in this community for a number of years. One of the more prominent, competitive, and fun seasons in the calendar is Winter League shiv has been held at Twin Lakes for a long as I can remember. I've also played in a few soccer outings on that indoor turf and I can only imagine how many other activities take place on the indoor soccer turf. In some years past, the turf was getting a bit past the normal wear-and-tear stage but this year has been ridiculous. There are some patches of the field that have worn down into the concrete below. This is far past unacceptable. Is love to continue to play Ultimate, soccer, and participate in other activities that may use this turf however if the conditions are not improved, I feel that I will need to seek other locations to enjoy these activities

The turf field at Twin Lakes is becoming unsafe to play on. Multiple spots have lost the rubber/grass/turf parts - which already causes slips and potential injuries. This particular picture shows a section that has worn completely through the turf/grass and all the way through the base layer and exposes the concrete floor underneath. At some point, a liability waiver won't cover injuries caused by unsafe facilities.

There have been numerous twisted ankles and slips due to the poorly patched or non existent turf on the indoor turf fields at Twin Lakes Rec Center. Please find a quick fix while leagues are still occuring, and ideally a whole refitting of the field between leagues, it is about time for that after years of poor-quality patches.

Why isn't there a ramp leading to the observation area for soccer at Twin Lakes? Tonight I witnessed two individuals in wheel chairs at the complex who wanted to watch the soccer games. The first person had to be carried up and down the stairs and the wheelchair was left near the bottom of the stairs. The second person remained in her wheel chair and the person she was with pulled the entire wheel chair up the stairs, step by step. Why can't the city build a ramp for everyone to use to get up to the observation platform? This is not accessible for people in wheel chairs and it needs to be addressed. Thank you for your time.

The Twin Lakes Recreation Center continues to delay repairs on their turf field in places where the turf has worn too thin, in some places work all the way through to the concrete. We had multiple incidents in our league game this past Sunday where our players narrowly avoided serious injury because of this. Stepping on this spot the wrong way while running, or tripping or falling on it, can cause someone to tear the ligaments in their leg or break a bone. It's not easy to see when you're running fast, and not easy to avoid when you're playing a game on the field. We all have to sign liability waivers to play there, but we are also paying Twin Lakes to provide a safe environment, and this is not safe. Twin Lakes management said they plan to "have the company come patch once leagues are over. As bad as it has gotten we might move that up to spring break week." What does that do to protect our players for the next two weeks then? We need to do something about this spot now before someone gets hurt. Hundreds of people play on this field every week, including dozens of children on the youth soccer teams. What are they going to do to make it safe before the company comes to patch the field? The turf field is becoming unsafe for those who regularly use it. We pay to rent that field out and are seeing more injuries due to missing turf, minimal turf, or very uneven repairs. This year compared to years past is claiming more leg injuries across a number of sports.

Turf is hazardous! There are large divots that can cause serious injuries to players. Please advise!
