There is a gentleman who rides up and down the B-line in the picture attached, and is playing a song quite loudly through a speaker. I understand that speakers and inappropriate language cannot necessarily be reliably policed, but this has been occurring for several hours a day, several days a week, since at least June. The song he is playing is "POS" by Seuco and it is the only song, on repeat. It not only contains several occurrences of a man screaming "Shut the f*** up," but also includes themes promoting suicide, containing sexual content including the word masturbate, and degrades women. I encourage whoever is addressing or reading this complaint to at least read the lyrics, but listening will help understand the aggression and upsetting nature of the prior mentioned scream. While I understand this may seem nit-picky at first glance, his route includes switchyard park and around the children's parks. It feels disappointing that Bloomington works so hard to maintain a family friendly, accessible, and inclusive area and that he has not previously been approached about this or asked to stop. Or, if he has, he is obviously not maintaining this as he was observed doing this even today, 10/06, at 1pm. Can he please be asked to refrain from playing this song bare minimum, if not warned about using a speaker as loud as he is?

Homeless old women with yellow shopping cart on the B-Line trail by the Bloomingfoods constantly screaming, even during quiet hours at night and in the early morning. Very unpleasant deep screams that are concerning. She also says things like "You are going to die." She seems mentally unstable and like someone who needs some psychological assistance. It is concerning to walk on the B-Line trail when someone is screaming at you and feels unsafe. I know this women has been doing this for a while, yet the town is not doing anything about it.

Clear Creek Trail

About 0.10 miles south of the parking lot at the Clear Creek Trailhead off of Tapp Rd, there is a dirt foot path the goes west into the woods. I was walking the paved trail south from the parking lot and noticed a blue tarp in the woods. I confirmed that the tarp was close to or on the dirt foot path, but I didn't investigate further by going into the woods to see if it was a campsite. It's new to the spot because I walk the trail often and have not noticed it in the past.

Dear Tim Street, I submitted u-reports several times (see below), but you did not answer my question clearly. https://bloomington.in.gov/crm/tickets/view?ticket_id=214196 https://bloomington.in.gov/crm/tickets/view?ticket_id=214197 Let me try again. "Is it illegal to drive this kind of e-motorbikes on the park trails?" I think that all motorized vehicles are prohibited on park trails by city ordinances. I am not talking about on the streets. If so, why we should wait for the review at the October meeting of the Transportation Commission. You also said that "Even with a new ordinance, regulating this type of behavior as it happens will be difficult." It seems that you don't realize the seriousness of this. Even with a new ordinance, if the City does not take this seriously, what is the point of these all new ordinances? Please put a police officer between 4-7 pm on the Jackson Creek trails to issue the citations and warnings to these kids. It is just a matter of time before somebody seriously get injured or worse. PLEASE.

Dear Whom it may concern, I have a question related to my previous report (https://bloomington.in.gov/crm/tickets/view?ticket_id=214067). I saw that many kids drive dirt e-motorbikes threatening pedestrians on the park road. Is it legal for them to drive those motorized vehicles on the park trails? Currently, park regulation prohibit any motorized vehicles on the park trails. I think that they are definitely motorized vehicles because they are not e-bicycle with pedals. Therefore those e-motorbikes are not allowed on park trails under current rules. Am I right? I am wondering why city is not taking action (such as impose fines or warning etc.) for this serious violation. You should see how these kids are threatening pedestrians and stunting on the trails and streets. They are just literally racing in the jackson creek trail shouting "get out of the way" to the pedestrians. I reported this to 911 since last year three times. How long we should wait? It is a matter of time before somebody, either one of those kids or pedestrians, get seriously injured or worse. Please put the police officer on the trail between 4-7 pm. If the police wants to identify them, I have the video of these kids. PLEASE take this seriously. Thanks.

Many young people (most approx 10-14 years old) ride motorized bikes at high speeds along the trails at Olcott Park and Rogers family park. They also ride up and down The Stands Drive, often in the middle of the road. It is very dangerous, not only to them but certainly to pedestrians on the trails. I don't think they realize the danger of the blind curves and how fast they are really going. I'm not sure what a realistic answer is... I want kids to be able to get places independently and be outside with their friends, but maybe a "speed limit" if they are allowed on trails at all, as well as a campaign to educate parents and children about why it is important and just how dangerous it is. (Even pedal bikes can feel dangerous around the curves sometimes, but hopefully most adult bikers are aware of the dangers.) If they really need to use the trails for safe transportation at a slow speed that's one thing, but just to be riding fast for fun down the trails is extremely dangerous! I'm not sure how that would be enforced, and if it can't be then they probably shouldn't be allowed on them at all. Thank you for your help in keeping the trails safe for everyone to use!
