trash all over street, near building on 2nd, appears occupied, suppose to be sealed. Trash all th way over to the old hospital site

We were charged over $300 under sanitation for "Large Item Pick up", however, were not responsible for any items that were allegedly picked up. I have tried to get in contact with the sanitation department for the past month with no avail. I would like to get this issue resolved so I am not responsible for the charges or the late fees that could potentially accrue. The address listed above is approximate. The location is behind (west) of the Convention Center and the Bline trail and east of Madison St. on the North side of Third Street. There large pile of trash is located next to the tree line.

Human waste piling up. Lots of trash left for months. Behind the building is a mess from roofers including nails. Ally way retaining wall by 2nd street is falling into the ally.
