The intersection of Sheffield at both Cambridge and Providence Court are experiencing EXTREME flooding. These intersections have struggled before, but in 2020 they seem to be worsening rapidly. I am the association president and was sent the included photos
from concerned (flooded in) neighbors.

Water heavily pools and looks very muddy at the foot of our driveway and down Sheffield and seems to be very slow to go into drains when it rains heavily.

We have a large number of mosquitoes in our yard, despite having drained and removed all possible breeding areas in our yard and our neighbors' in the spring. I notice that they seem to be most concentrated near the outlet of the stormwater pipe into our drainage ditch. I'm wondering if there is a nearby catch basin in the collection system under the road, where they might be breeding? If so, could someone please do a mosquito dip to check for larvae?

The storm water drain located at the front of the house is flooding. I have cleaned the area, however its an issue in heavy rains. I have reported this issue previously as well. Appreciate if someone can come out and address the issue since its the only drain along the street. The drain is on the left side of the driveway. Thanks

I do not know if this is a problem, but Longfei restaurant is dumping various kinds of restaurant waste and wastewater into the storm drain in the alley between Longfei and Trinity church. The drain is clearly labeled "no waste", but they are indifferent to this.

There is a stormwater runoff ditch between our house (901 W 11th St) and the neighboring house, 827 W 11th St. I've noticed that after a rainfall, the stormwater that collects in the ditch looks blackish in color, and there is a strong odor of sewage coming from it.
I'm wondering if there is a leak from the sanitary sewer somewhere in the neighborhood, that is spilling into the stormwater sewer.

When we get a quick rain the shower downstairs backs up. I was concerned that it was an issue in my pipes but have had the drain snaked. Also I can turn on the shower and let it run for a while. It only happens when it rains and seems that it is getting worse. It's pretty nasty to clean up every time it rains. Is there anything the city can help me with on this issue?

I am submitting this Ureport on behalf of Upland Brewing.
Pete Batule of Upland Brewing contacted me on 10-5-18 to say that Upland has been experiencing significant issues with odor coming from the storm drains on the north side of 11th street directly in front of Upland's patio. The odor is having a negative impact on their patio dining customers.
Here is background on the issue as provided by Mr. Batule:
Upland has had ongoing issues over the last few years with odors near the patio. They installed a piece of equipment above their lift station (the Peacemaker) next to the patio to neutralize the smell coming from the lift station. It wasn’t until the Peacemaker was installed that they suspected most of the odor was coming from the storm drains.
Phil Peden has done some investigation on the storm drains. He noted there is an illicit connection tying to the north side of the storm box. Phil doesn't believe it is tied to a toilet because there isn't paper in it, but perhaps is related to byproduct or a wash drain/sink coming from elsewhere.
Upland has dye tested their facility and found no evidence that the connection on the north side of the storm box is connected to their facilities. The odor comes on very strong at times to the point where they have to relocate customers.
They notice an increase in odor around times when it rains and storm drain activity increases.
James Hall and I discussed this issue on 10/8/18 and James has started to follow up internally at CBU on next steps.

Dry grate with inches of water around it. At least part of this grate is above grade so there is 2-3 inches of standing water after every rain. The sidewalk and yard get soaked by passing cars and there is usually standing water in the intersection that never drains, just eventually evaporates
