Left turn arrow for both Ebound & Wbound activates when no cars are in turn lanes. Everyone stationary for 20-30 seconds.

The left turn arrow light heading west on Third onto high street (turning to go south) seems to be out.
The pedestrian signal on the northwest corner at the intersection of College and Kirkwoid does not show the white ok to cross figure when approaching from the east. I noticed this last weekend but forgot to report.
The traffic light at 7th and College isn’t giving westbound traffic the green arrow, and now that that intersection is “turn on green arrow only” cars are stacking up in the left turn lane with no chance to go. This evening I sat through 3 light cycles and never got the green arrow, despite the fact that there were 3-4 cars behind me. This is especially problematic at the moment because 7th is closed at Morton St, so 95% of westbound traffic on 7th needs to turn left onto College. Could this be fixed, and the resulting green arrow made long enough for 3-4 cars to get through before it turns red? Thanks!

Traffic signal at the intersection of E 17th Street and N Woodlawn Ave changes to red for 17th street vehicles although no vehicles are on Woodlawn Ave to activate their light to green. This is backing traffic up 17th Street in the mornings.
Light at 10th and the Bypass does not permit eastbound traffic through while a train is passing by. Eastbound traffic turning right to go south can still proceed via a right on red, but traffic that would not be backing up due to the train does not get a green signal until the train has passed. The traffic lights for eastbound traffic on 7th St between College Ave and Walnut Street are out-of-sync. Traffic is being held at both lights which does not allow traffic to clear both intersections.
I was facing East on Indiana 45 and turning left (North) onto Kinser Pike. I didn't make the green left turn arrow and ended up in the middle of the intersection waiting to make an unprotected left. My light turned red but oncoming traffic still had a green, the oncoming turn lane got a green arrow. I was unable to clear the intersection, was unable to back up with cars behind me, and was blocking traffic from Kinser Pike when they got a green light. This is dangerous, I had assumed that oncoming traffic also had a red and would stop (as it had been for years), I was starting to clear the intersection by making the left when I realized oncoming cars weren't stopping. A turn lane where unprotected turns are allowed should not get a red while oncoming traffic still has a green.
