Other: I was facing East on Indiana 45 and turning left (North) onto Kinser Pike. I didn't make the green left turn arrow and ended up in the middle of the intersection waiting to make an unprotected left. My light turned red but oncoming traffic still had a green, the oncoming turn lane got a green arrow. I was unable to clear the intersection, was unable to back up with cars behind me, and was blocking traffic from Kinser Pike when they got a green light. This is dangerous, I had assumed that oncoming traffic also had a red and would stop (as it had been for years), I was starting to clear the intersection by making the left when I realized oncoming cars weren't stopping. A turn lane where unprotected turns are allowed should not get a red while oncoming traffic still has a green.
