Location: 1212 S High St (High & Covenanter) Notes: The stormwater conveyance is public, and the wall is in the ROW. Homeowner came to CBU with the following complaint & request: The stone retaining wall next to the ditchline is deteriorating; this is the 2nd failure in the wall due to drainage problems.  Homeowner states that the ditch is in poor condition, not flowing properly, and full of "mud piles", etc which is causing erosion below the wall. He is requesting a call to schedule a time to meet onsite to show staff what is happening and determine what can be done about it. If he is not available by phone, he requests that we knock on the door upon arrival so they are aware of our visit and will walk the site with us. The drainage ditch behind our property and to the east was never properly engineered to handle all the water from rains and multiple neighborhoods.It overflows and leaves properties too wet to mow for weeks as well as the trees standing in the water are dying and falling which is a dangerous situation for the neighborhood. This standing water is a health and safety hazard as a breeding ground for mosquitoes.And it can not be mowed properly .The neighborhood applied for a grant last year but it was denied.It has been dug out a few years ago by the city but without proper method used to apply rock to maintain the ditch open the problem just re occurs with it growing over and does not stay open to handle the water and it floods again .

Storm drain clogged with debris along the street

The water runoff from Sare Road travels down McCartney Lane to end in a very small drain that is not large enough to facilitate proper drainage. This photo was from yesterday‘s mild rain. At times the water is much deeper and standing longer because the drain is clogged. A larger drain needs to be installed or possibly an additional drain as well, further up the road. This may be leading to erosion of soil and possibly foundation issues and needs to be addressed soon. We are also due to have our road paved this year so the drainage would need to be fixed prior to that. Please advise.

The hill on East Moore's going up from Sare Rd to Andrew Circle becomes a full on river when it rains, and a bobsled track when that rain freezes. It's very dangerous.

I have a problem on my property with drainage. The drainage of my property runs off naturally into my neighbor's yard. His address is 3514 Morningside Drive. When a storm comes, his back yard pools and remains there for a few days until it is absorbed into the ground. I discussed with one of the neighbors how this might be resolved and volunteered to help pay for pipes that would carry the water that pools in their yard to the ditch along Morningside Drive. The neighbor didn't think that would work. Now they have dug out a deeper hole in their yard and are installing a "Sponge Garden." My understanding is that this will retain water and will not allow my yard to drain. This area has backed up into my basement in the past and flooded it. It seems to me that this will occur more easily with the installment of the "Sponge Garden." I appeal to the city of Bloomington to send engineers to come and see if there is some way that water can be drained into the ditch along Morningside Drive.
