Blocked Sidewalk

I think the scooter shown in the image is improperly parked on a sidewalk in violation of the city of Bloomington's local law. If the company is not cited and fined, I'd like to receive an explanation for the reason why not within a reasonable time. Someone parked at 1119 N. Madison is blocking the sidewalk at about 8:30 am this morning. This is particularly egregious because there is plenty of room in the drive and on the street for parking. You might notice from the picture that the sidewalk is also trash.

There is a homeless guy that stands at the corner of 3rd st and Liberty. This personneeds to be checked out cause he will walk out in front of you for you to see his sign. And he dances close to the curb also. This is distracting for drivers. The city needs to do something about this.

Referring to case # 182046: 620 High Street, but the hazard is on the E Second side of the property. Square cut in the sidewalk marked by stakes and tape. Now one of the stakes has fallen over and part of the barrier tape has fallen on the ground. Why can't this hole be fixed? The mailman must step into the road to get around the cut.
