220 W 14th St. This is a repeat of #212155. I need you to understand the methodology behind this photograph. I held my phone pointing directly ahead of me, with both of my feet squarely on the sidewalk (at the edge of the sidewalk). My phone was directly in front of my face. The branch directly in the center of the photo is exactly where my eyes would be if i had continued to walk forwards. Practically, this is a genuine problem because I really do walk along the edge of the sidewalk so that i can walk 2- or 3-abreast with my family. It's a safety problem because if I do not see the branch then it will hit my eye, as has already happened at this location! It's an inconvenience because it is a point where the sidewalk narrows from 5ft to effectively 4ft. Pedestrians are forced to reconfigure their groups at these narrowings. It costs us time and energy and makes conversing difficult. I'm not sure what enforcement authority you're acting under but it's a legal problem as well, for example BMC 12.24.040 requires a clear distance of 8ft above sidewalks. FWIW, I'm asking for 6ft. The transportation plan also weighs in on this, Table 5 Pedestrian Zone Design Parameters "Clear space for all pedestrian travel, should be clear of any and all fixed obstacles." I didn't think it was necessary to be so explicit but they were -- "any and all" definitely includes branches that extend 6 inches into your eye sockets. The specific undesirability of having fixed obstacles extending over the sidewalk exactly at eye height *for any distance* has been explicitly acknowledged and i can't believe i'm trying to point this out today. Anyways i really do appreciate that this has seen already more enforcement action than the whole city put together before about 2022 but if this is what compliance looks like then we have a problem.

Continued issue with cars parked across sidewalk in front of BHA office. Car currently parked there 9:45pm with an entire car length ability to pull forward and off the sidewalk.

Near the property line between 1001 N Woodburn and 304 W 14th st (about a block west of ureport 212156), the sidewalk is nearly completely blocked by vegetation. The vegetation includes thorns and poison ivy. This is a chronic / annual condition. Last fall, I cleared it myself. Thanks for your attention!

This is on the property line between 210 W 14th (vacant, same owner as 220 W 14th) and 1005 N College Ave. Tree is growing into the sidewalk. Has been a chronic condition for decades. I know it is a lot to ask but if this kind of enforcement is going to be successful then when you bother to expend the effort to visit a site, noting nearby violations will be necessary. I see a rate of about two violations per block when i travel the city as a pedestrian. When i am in a group or if it is winter, then much worse, i fail to see about one violation per every 5 blocks and get smacked in the face by a tree. This is consequential!

220 W 14th St vegetation still partially blocking sidewalk. This location has been the target of recent enforcement action (most recently, ureport #211885). But the tree is still partially blocking the sidewalk. The tree overhangs the sidewalk by about 8 inches as it is today.
If enforcement is going to succeed then compliance must be complete before a violation is released. This level of compliance has taken at least 7 months (see ureport #207090 from last december). Since the tree has at no point stopped impinging upon the sidewalk, every day during the growing season its impingement grows. It is non-compliant today and it will be more non-compliant before the first new complaint is fielded and then it will have grown several feet into the sidewalk by the time enforcement has any effect again.
I can only stress that at no point in 2026 has this property been in compliance.
