BIRD scooter is busted up and lying by the road outside of the "corral" where they are supposed to be. Been there a week. Can we just haul it away and sell it for scrap?

This Man just got dropped off by a Man who almost hit me going about 25 mph by mailboxes. No clue if this is his scooter. He needs to be respectful or use city bus which has a stop here . 3410 Oaklawn circle
