The 4th street parking garage was completely full and there was no sign to tell us not to go in along with 10 other cars. People were trying to back out of the garage and turning around was next to impossible. You need to close the garage if it is full. Very unsafe conditions trying to get out of the garage when cars are still coming in not knowing it is full.

Small hole in black top. I saw this similar situation happen to another grate a couple hundred yards up the road from this one about a year prior.
