Water Utility Billing Problems

Hi - I received a troubling bill from CBU back in January, and despite a few phone messages and emails to [email protected], I never received a response. In the mean-time, CBU apparently discovered an error in billing as my water usage went from an average of 4-5 in 2017 to 15 in January 2018, 8 in February 2018, and back to 4 in April - June. Alas, my most recent bill shows another spike to 7, despite no change in our home usage. Is there perhaps something going awry in our meter reading? I would appreciated an explanation for these sometimes wild fluctuations... Please have a look at my bill, CBU account 845-003 and provide some clarity. Response via email works best for me. Garbage is being stockpiled in front, on side and in back of house at 1221 Green Tree Ln. Bloomington. Attracting animals and the smell is really bad. I thought it was a dead body the smell is so bad. Not only is it outside but the shed is also full of garbage they want hid.

The pedestrian crosswalk signals at S. Walnut Street and E. Miller Drive do not work. It is impossible to cross at this point without these functioning.

Walk sign only partially functional
Location: SW Corner of College Ave and 6th (social cantina)
The walk sign facing across 6th (towards jewelry store) isn't displaying the walk icon with the white bulbs. The orange bulbs do work and show the stop hand and the countdown when it's time.
Potholes, Other Street Repair

I live at 1514 E. Elliston Drive, and I believe that their might be an underground stream that has developed. The road where it meets the curb continues to create little sink holes and the same is happening to my yard where it meets the curb of the street. I have tried filling with soil, but it appears to get washed away. I encourage any suggestions or help.

I was wondering if there could be signage added on W. 3rd Street to encourage people to use the "zipper" merge when traveling westbound towards HWY 37 during this construction? When I try to travel home each day, traffic is backed up from the highway to Liberty Drive, with all cars in the right lane, due to signs warning of the left lane being closed ahead (at the intersection of Fairfield Dr. and Highway 37). People are trying to be courteous, but they are actually slowing down traffic by doing this. I have seen a sign before that said "Use both lanes during backup" - could that be a possibility? I live on Fairfield Dr., so everyday is tough and people seem to be making poorer choices each day because of the traffic. Thank you for your time.

Please update your police officers on policies regarding insurance, warranted searched, and speed limit postings. I was pulled over yesterday by a police officer who said I was tailgating yet speeding, and when I explained I was tailgating because I had to slam on my brakes since he pulled out into the lane. I believed he was making an emergency maneuver, however was just trying to get in traffic. He pulled me over, said he would cite me if I did not have my insurance, which I did, but it is also a law that I have 24 hours to provide that proof. It is also a law that if he has no reason to search my trunk, he cannot. However, he asked and I, politely, said yes. However, this was not necessary as there was no probable cause to search. Luckily my father is IMPD and was in direct contact with his supervisor. But I would like to make the city aware of this incident, as I felt very uncomfortable. Especially when said officer kept saying things were expired, then changing his mind when I said they were not. He was very unprofessional, and as someone who has been around law enforcement for 21 years, exhibited very concerning behavior.

I'm an IU senior who lives on 217 S Lincoln in town. My apartment doesn't have parking for all of its tenants this year, all nearby garage lots are full, and monthly parking lots are being rented out by the local churches and businesses. I have tried for weeks to find a parking spot even remotely close to my apartment and hoped that The City would be able to issue me a Zone 9 permit since that is the closest zone to my apartment (within blocks). Today I was turned away and told "you either live in the zone or you don't, so there are no other options." I am incredibly appalled that The City has no means to help and is not willing to accept the money of a county citizen who is in a desperate situation to find parking. The City doesn't have to care about my specific situation or plight, but it should care about the well-being and security of the masses. I know I am not the only person in my neighborhood who is having such an issue. Parking should be an essential living item--like food, water, and shelter. Adequate and nearby parking is quite often a NECESSITY in order for people to get to work, to keep their jobs, to earn an income, to visit their families, to maintain a routine. It is senseless, unorganized, and uncivil for The City to claim to put such an emphasis on city parking yet not provide a zone for all areas of town NOR allow a resident to receive a permit for the closest zone to their residence. Come on, Bloomington, who are you helping if you're not out to help everyone?
