According to the city code, the alleyway is maintained by the city. It is public and not private. This particular section has a problem with stormwater that pools and creates a large puddle for the tenants and service vehicles.
Recent construction of over-large building next to old stone church on Grant has caused drainage issues on the alley intersection between 9th and 10th, Grant and Lincoln. When it rains, a lake forms with nowhere for the water to go now. People who built the building should be required to fix this before winter.

Lois Lane & Tulip Ave need repaved. Patches are being made in the same spots each year are not holding up.
The public sidewalks in front of Hoosier Court Apartments were never shoveled, despite this area of heavy pedestrian traffic. This photo was taken at 4:48 PM on February 1, 2026 – SEVEN days after the end of the last snowstorm.
The south side of West Allen Street has always been no-parking any time, but recently more and more vehicles are parking on the southside and blocking traffic. Our signs that show it's no parking are faded and spaced about three houses apart. I didn't know if the signs need to be updated or we need more signs, or does more enforcement is need to solve this issue before it gets much worse. Thank you for any help you can provide.
Eighth Street is extremely poorly lit. From Walnut all the way to Fess there are almost no street lights and its extremely dangerous. I feel unsafe walking home from the IU campus at night, or even walking home from a restaurant in the evening. The lack of street lights in this area is simply ridiculous. The city of Bloomington has an obligation to make sure its citizens are safe and it is neglecting to do so. The area that is the subject of this complaint is the exact same street in which Hannah Wilson was abducted and murdered, and within the last month the exact same street has been the location of an armed robbery. There is plenty of evidence to suggest that something must be done to make this area safer. The city has a responsibility to do everything within its power to protect its citizens, and adding a few streetlights hardly seems like an impossible task.
The tenants of this rental have left boxes, misc trash cans and broken furniture right out by the street through 2 trash pickup weeks now. They also leave their recycle and trash carts right out by the street all the time. I also wonder how many people live in this house. There are always 4 or 5 cars in the drive way and in front of this house.
