The hole in my yard that contains my water meter is flooded. I had noticed that the ground was wet around the outside of the lid, so I removed the lid and discovered that the cavity that holds the meter is filled with water. My name is Bruce Lilly and I live at 410 N Park Ridge Rd in Bloomington. I’ve attached a photo. What should I do?

Large amounts of water have been draining out of the parking lot of Morrison's Appliance store on West Kirkwood Ave. During freezing temperatures, this creates a large sheet of ice accross the sidewalk and along the northern edge of Kirkwood Ave creating a hazard for pedestrians, cyclists, and vehicles.
Possibly a water leak south of currry Buick north of Kroger east

No water at Marlin Elementary
This pothole collects water drainage / ice at the end of the street and causes cars to get stuck in the winter.
There is construction going on outside of my home. It looks like water is leaking and has been for awhile. And since the construction started my water pressure has been terrible.
I contacted James last week since our water was yellow/brown when turned hot. He said to let the water run for a few minutes then put water from each faucet, hot and cold, into 2 clear water jars, from each faucet. The color is still present, but the water is much clearer.
