There is a homeless encampment in the woods across the creek immediately behind my home in a residential neighborhood. A matter of feed away from my property. I have sent a letter/email to Mayor and Dep Mayor with no response. As the leaves fall, I will be staring at the encampment and they will be staring right into my home. I have to regularly call the fire dept due to fires at the encampment. I have to listen to them scream, yell and fight. I am also a licensed rehabber and am terribly upset with the way they have ruined the wildlife territory. The woods behind my home is one of the primary reasons that I bought my home almost 10 years ago. I am worried for my children's safety and well being (as well as my own) as the encampment grows. I am devastated that there is now a potential that part of those woods will be removed due to the encampment. There is also a daycare 3 houses from mine as well as several children who I have seen play around the woods and should be able to without fear of an encampment and being hurt. I will happily provide any needed info, picts I have, etc.

Hi there, I have noticed a large increase in homeless activity in Bloomington this year. In the past, homeless individuals have largely remained in Seminary Park. Now, I see them camped in the park by Hartzell’s on Kirkwood, up by the square further north on Walnut, and even in Bryan Park. Homelessness is a complex problem and individuals in this situation face unfathomable challenges, but many of my peers and I feel their presence in social areas of Bloomington has negatively impacted the safety and cleanliness of the city. Just yesterday, I witnessed a homeless man harass a girl sitting in Brother’s Bar and Grill by slapping the window as if he was slapping her bottom through the window. It made me feel unsafe in my Bloomington home. Similarly, the park near Hartzell’s on Kirkwood is no longer an inviting place to eat ice cream with friends due to the mess left by homeless populations in this area. I am so sorry for their situation and challenges they face, but I do not want the homeless epidemic to impact the value and vibrance of the many lovely green spaces in Bloomington. For these reasons, I wanted to express my concerns about the spread of homelessness in Bloomington this past year and implore you to seek solutions for the issue. I am not an expert in social services or rehabilitation, so I am not sure if there are solutions to this problem, but I hope the city of Bloomington will take my concerns to heart to both help the homeless and improve the safety and well-being of Bloomington. Please help local merchants and do something about all the people that have stolen shopping carts all over town. I counted 6 at seminary park alone the other day!!! Contact the police department and give them direction to help address this problem and hold the people stealing shopping carts accountable! From what I’ve heard, the police are currently instructed to not address this issues. The city has an obligation to its (tax paying) citizens to uphold the law!

I am not finding where to record my concern of the proposed jail. It should not be in a highly populated residential area that includes an elementary school. There has to be a better location. The one property was rejected due to wrong zoning. I know that zoning can be changed. If it proceeds in this populated area and property values go down, will taxes go down also? There is always a chance of escape, why put a lot of people at risk and being fearful. Thank you, Ruth Holman 1429 W Petal CT.

Re: case #186498 why was this closed as a non response? The statement made was that CBU has special equipment. Isn’t that the case for many departments such a street? However, this expansion has been presented as for the move of administrative staff members. Does the director of CBU operate street sweepers or am I missing something? This seems like a response that is not inclusive. I think the community is well aware that the police force also has special equipment including but not limited to the bear cat vehicle, however it seems the plan is to move police into the central city hall location. Not sure how this plan matches up with the promise to consider all opinions, views, community members, and is certainly not mindful or inclusive of all city departments.

I am concerned by the lack of arrests during an attempted lunching with multiple witnesses which was filmed on camera. It is only by the grace of God and the community that this man was not killed in front of several minors. The police officers failed to arrest these white supremacist terrorists and protect the citizens of Indiana from further harm. When people call to defund the police, these are the incidents in their mind. The police did nothing to keep this man or Indiana safer. Only the actions of a few concerned citizens prevented a lynching in your state in 2020. These police officers should be suspended without pay and these men need to be arrested. Was harassed in Kroger parking lot by people from seminary park. Asked for money, when I said no they aggressively tried to follow me. I had to run to my car to leave. Very unsafe area for Bloomington residents.

Every since the parks department allowed tents at seminary park throughout the day there are increasingly large numbers of people not social distancing without mask in a small confined space. They are then dispersing throughout the community (Kroger, shalom, rally’s, etc...), once again not wearing mask. This is not what the CDC means when they say not to tear down homeless communities. It’s to prevent them spreading disease. Our homeless community still socializes without regard to others in the community and therefore not breaking up that tent camp is irrelevant to what the CDC recommends. Also there are tons of laws being broke at seminary park every day. The park is filled with trash, used needles, and feces just to name a few problems. Litter is blowing everywhere in the surrounding area. The law and rules apply to everyone in the community. Please hold everybody accountable! Failure to do so will impact Bloomington’s economy and slow the recovery through this pandemic.
