The park at 2nd and Walnut and the Kroger behind it are becoming a great concern to many people in the neighborhood off of 2nd street. In the last 3 weeks at Kroger I have witnessed a violent incident and been aggressively approached by many people from the park for money, food, and other things. Even in Indianapolis where there are 10x the amount of homeless persons, I have never been approached so aggressively and violently. It is the opinion of many people on this campus that this park and the people in it represent a huge liability for the city. There is a campus of 55,000+ students of which half are young women. Walking in this area at night is not safe and there is open drug use everywhere in the park and surrounding corners. Of the 55,000+ students of which half are female this is a frightening area to be in and the city needs to ensure the safety of its citizens in this area.

This is the Dunkin Donut drive through on east third street Sunday10/16/2023. Something needs to be done about these problems. When IU students quit coming here because of this all over town maybe you will do something. This is disgusting. Only in Bloomington. It’s gotten totally out of hand.

Power in Park Ridge East is frequently out. Neighbors and the Association have flagged this unsuccessfully as an issue with Duke. Outages often take time for restoration beyond what would be expected. Basic power in neighborhoods should be a staple of good governance. I understand both the State and Duke are primary contacts for this, but can municipal governance please help flag this to Duke as a concern. Our household lost power yesterday and then again today (still out). Power reliability here has been less than anywhere I have lived, including internationally. Sentiment is similar among many other residents. As a sample from another resident's posted concerns yesterday:
"I thought Duke did a lousy job of tree trimming this yea, and I'm beginning to think that was a correct observation. AC power in Park Ridge East is the least reliable of any place I've lived in the US and compares unfavorably to Ankara, Turkey, where I lived in the 1960s."

I also had to contact Duke to correct dangerous power fluctuations in their line this year near my home, which was corrected after being flagged as a major fire hazard by my electronic monitoring company.

I see several issues not being taken care of due to technicalities. (Private property) Mostly related to the homeless population. I want to remind you of your responsibilitie to take care of these problems BEFORE they land on private citizens/retailers property. I also urge the city to stop taking monetary incentives from the state to house/rehabilitate people thoughout the state of Indiana when Bloomington very obviously doesn’t do a good job at helping these people! It is sad to see these people not getting the help they need and living on the streets.

There are city/county/government employees smoking outside by the sidewalks, trash enclosure, bench, bike parking, etc. all the time. This hurts pedestrian health as people walk around the whole building and use the space all day.

Street racer just went by on E Morningside Dr. We have significant concerns as a neighborhood with the Mayor not running again on what is going to happen with our Greenway improvements. Please make sure these happen, sooner than the better. You all are appreciated!

Hello,
Bloomington has a safety problem with its homeless population. Our daughter is a senior at IU, she lives off campus, near downtown. She calls me as she walks places because she is afraid of the homeless and their behavior. This afternoon I received a call to tell me two homeless men were walking through their neighborhood, under the influence, and checking doors of homes as they went through the area.
The City needs to address this issue to insure its residents are safe.

Hope our mayor can help! Cannot get records at county health department as it is not open? Came by and it is closed without prior public notice. All residents in the county pay taxes for this. We’ve seen what looks like a large layoff going on since last director (Penny) has left. What is going on?
