The park at 2nd and Walnut and the Kroger behind it are becoming a great concern to many people in the neighborhood off of 2nd street. In the last 3 weeks at Kroger I have witnessed a violent incident and been aggressively approached by many people from the park for money, food, and other things. Even in Indianapolis where there are 10x the amount of homeless persons, I have never been approached so aggressively and violently. It is the opinion of many people on this campus that this park and the people in it represent a huge liability for the city. There is a campus of 55,000+ students of which half are young women. Walking in this area at night is not safe and there is open drug use everywhere in the park and surrounding corners. Of the 55,000+ students of which half are female this is a frightening area to be in and the city needs to ensure the safety of its citizens in this area.

Bloomington resident Sam Melchior (dsamuelm375@gmail.com) contacted me through an email message the following concern:
" I would still appreciate a further response as the scooter and ebike problem continues to worsen. I have added ebikes due to the increased use of them on the Bloomington Rail Trail and the increased size and speed of these vehicles. They are extremely dangerous and damaging to the natural surface trail. Thanks."

Other: 420 Eastside Drive has been for years and still is a junk yard. There are several vehicles that have not moved in ages, there is trash in the yard (empty soda cans, beverage container). How about City Ordinance 15.16.020 (6): a vehicle that is six or more model years old and mechanically inoperable, and is left on private property continuously in a location visible from public property for more than thirty days.

This house is abandoned and has been for at least the 8 years we've lived on the street. There is often excessive overgrowth and the backyard is literally growing INTO the structure of the home. It's a fire hazard and a danger to young children in the neighborhood. Recently, we tried to get our escaped cat from the backyard and I was absolutely stunned by the horrible conditions I saw in the rear of the home. Pests are likely breeding like crazy in the home - we've had two RATS killed by our cat in our yard this year. I've seen roaches on the driveway. It's awful! WHY can't the city do ANYTHING about this abandoned danger before something major happens?

I have lived on this street (S Palmer Avenue between Hillside and Grimes) for going on nine years now, and myself and my neighbors are concerned with the speed many non-residential drivers use on this span of Palmer. The majority of drivers maintain a speed far too fast down our street. This is especially troubling because half of our street has not sidewalks and many Bryan Park residents use the street as a walking path. I would like to request either a speed-monitoring study or the installation of traffic-slowing measures on this stretch of Palmer.
