I just went to pull my recycling bin back to my garage when I found that the bin is still full of recycling. Why?

My recycling hasn’t been picked up in the last two weeks and I am trying to understand why. Is it because of the styrofoam? The styrofoam in my recycling bin is stamped recyclable #6, which according to the lid of my recycling container is accepted.
