Neighbor said property is vacant. Structure foundation is open and built on 2 x 4's laid on dirt.

Someone from Parking Enforcement said that the trash containers here are often overflowing.

Mr. O'Donnell came to the counter asking about 412 E. 3rd Street. We did not show the property as a rental. However, the complaint form he left gave an address of 412 E. 2nd Street as the complaint, and it does have a current permit. He said the tenants are loud late at night and there is lots of traffic back and forth.
