Multiple potholes in this stretch of Lincoln, ranging from the size of a tea plate to a dinner plate. Bikers in the bike lane have to enter the car lane to avoid them. The road is also covered in gravel and debris from construction on a nearby apartment.

Dear City of Bloomington Representative, I am writing to formally request the consideration of an ordinance prohibiting the use of engine brakes (commonly known as “Jake Brakes”) on E 3rd Street West of SR 446 into Bloomington. This stretch of road, being a key route with both residential and commercial presence, frequently experiences disruptive noise pollution from heavy trucks utilizing engine brakes. As a resident in the area at Summerhouse, I can personally attest to the significant impact this has on daily life and overall well-being. The frequent noise not only disrupts daytime activities but also affects my ability to sleep soundly at night, compromising rest and health. Supporting Evidence: 1. Noise Pollution and Health: Studies have consistently shown that chronic exposure to high-decibel noise—like that produced by engine brakes—can contribute to sleep disturbances, increased stress levels, and even cardiovascular risks. According to the World Health Organization (WHO), noise above 55 dB is considered harmful, and engine brakes often exceed 80–100 dB. 2. Ordinance Effectiveness: Many municipalities across the U.S. have adopted engine brake ordinances in residential areas to reduce noise pollution and improve quality of life. 3. Local Impact: Given the residential density and commercial activity along E 3rd Street, enforcing a restriction would bring it in line with common noise abatement practices, ensuring a quieter, more livable environment for its residents. I believe that introducing this ordinance would not only improve the quality of life for residents but also align with community standards of noise control and public health considerations. Water Utility Problems

Cover to my main H2O shutoff at the street apparently was buried by dirt when they installed the fiber box on the SW corner of my lot. Today I was Unable to locate cover without metal detector to keep the vegetation clear of it. I have a plumbing project coming up that I’ll need to shut off the water at the street this summer. Thank you for your assistance with this matter.

Hello-There are regularly cars blocking the bike lane on Washington between 4th and 3rd St's a bit after 6pm.I wonder if there's a way for the city to make it clear to ride share drivers and customers of DaVinci that this is illegal and that they cannot block the bike lane. When there are 3-4 cars parked in the bike lane here, it really is no longer a bike lane and instead is a pick up/drop off zone. "Sending people to patrol the area" is definitely not working.  Thanks!

Street Trees

Our property has a large locust tree that has lost several large branches in what we believe is the city right of way. One branch blocked the roadway until we were able to clear with our equipment. It has several additional large dead branches and the entire tree has a significant lean to the street and neighboring properties. It’s located just before our driveway which is actually on Pine Lane. Thank you.

Street & Traffic Signs

There are no signs on Coolidge or Brown streets by the Broadview Learning Center and Bloomington Graduation School building indicating it is a school or reducing speed limits. BGS is an alternative high school in MCCSC, but the students are entitled to the same protections as any traditional high school. Please remedy this inequity.

Currently, the city only has one method for filing noise complaints, which is to call the number listed on the city's website. Having only one reporting method is extremely ineffective, and limiting the reporting method to only verbal communication creates a barrier for accessibility. There are individuals who cannot communicate over the phone - like me. Illness stole my voice years ago, but my hearing was not impacted - I still hear the noise. I just can't report it. Not sure what an adequate fix would be, as it would have to be something that is regularly monitored. (Address provided is rough estimate of area where heavy bass plays frequently, it could be one of these houses or an apartment building - I needed to put a location on the map, so I included that one.)
