In regards to resolved uReport# 181500: Reply from City: Up until recently, we've been relying on the scooter companies to enforce their users behaviors with illegally parking of the scooters. We have two positions that we are currently hiring for that are funded with fees from the scooter companies that will focus on moving into a system where fines will be issued for improper parking. My reply with two (2) questions: I do not understand Adam Wason's reply in light of what was stated by City Attorney, Mike Rourker, in 2019 (please see below for quote). Additionally, I worked from March 2019 until October 2021 as the main point-of-contact (POC) working with the entities licensed by the City for providing the service and product of motorized scooters, and neither was I informed of any efforts to ticket the companies nor the users of the scooters. Can someone please explain to me what the Standard Operating Procedure (SOP) for holding the licensed entities accountable for the stipulations in the ordinance governing use and management of the scooters was prior to the recent creation and hiring of a new staff position? Also, why were no violations issued and no fines collected in over three years? Thank you for your time. "At its July 31, 2019 meeting, city attorney Mike Rouker told the city council that scooter companies would be fined if their users violated the parking restrictions. Rouker put it this way: “So just to be clear, at the same time, that Bird or Lime or another scooter company may be taking those additional steps against their own users, the city, if this is an issue, will be fining them every single time we see a parking issue.” Rouker continued, “I suppose if the company wants to move very slowly and pay lots and lots of fines to the city, until we’re fed up enough that we either revoke their license or geo-fence an area, that’s a business decision. But I don’t know if it’s a sound business decision.” For an improperly parked scooter, the fine called for in the city’s ordinance runs $30. The fee connected to impoundment is $100, plus $10 per day storage, and another $150 for disposal. As it turns out, the only payments the scooter companies have had to make to the city of Bloomington are the $10,000 annual licensing fees and the 15 cents a ride. The three companies now operating in Bloomington are Lime, Veo, and Bird." We had Weddle Plumbing out today to rod-out our main sewer line (due to slowness). He didn't find the usual root issue they normally do on our line, and when he checked the city sewer access, we found the main sewer water level unusually high (and at times stagnant). See image attached. It seems like the city's main line may also need rodding. I hope this can be serviced soon, before it affects (back up into) our line (again?).

There is a homeless camp developing in the woods on North Summit Street, between W 11th St and W Cottage Grove Ave. We live right next door on W Cottage Grove Ave. There are mountains of trash accumulating, used syringes on the ground, broken glass, yelling and screaming at all hours of the day and night, people loitering in the middle of the street so people can't get through, people changing in the street, broken glass, and numerous inoperable vehicles taking up the entire street that some are living in, in addition to the tents. I understand this may be private property, but given that we got a fine simply for our trash bin accidentally being outside an extra day, there has to be something that can be done. We will continue to report it and report it until it is handled effectively. I do not feel safe or comfortable going to and from my house or walking my dogs, and there are several children that live in this vicinity. The Boys and Girls Club and Middle School are right down the road. I know the homeless issue is rampant in Bloomington and there were two recent homeless campsite evictions. In the news, one of the homeless men interviewed said they were just going to move further down the B-Line. Well, here they are. This isn't safe or sanitary and is disturbing the peace of mind of the hardworking individuals who actually live here.

Homeless encampment in the woods on what I can only gather is public land but I'm not sure if someone owns it. They have completely trashed the area in and around these woods. They do drugs, are loud and dangerous. They have a bunch of cars and trash on N Summit close to the woods they stay in. There is trash all around the vehicles. I don't think they should be allowed to trash the neighborhood and cause issues.

Since the dismantle of 2 homeless camps last week they seem to have migrated down the b line to a wooded area in a residential area within a block of a boys and girls club, and 3 blocks away from a middle school. between 11th street and cottage grove ave on Summit st. The city just towed a few abandoned cars from this street a week ago. Now their is more cars that people are clearly living in. They are setting up tents and seating areas like its their living room, theirs tents popping up in the woods along this road, and the TRASH and SMELL is getting out of hand. This is becoming a safety hazard for children who walk home from the school and boys and girls club in the surrounding areas as this is a school zone. The people residing in this "camp" scream, argue, fight, and curse loudly at all hours of the day and night. They block traffic loitering by the cars and scream at any car that tries to get through them, and have animals who are leaving droppings everywhere and no one picks it up. This is also encouraging people to start parking rv's in this area as well, and it is turning into "skid row". PLEASE do not let this camp get set up and get as bead as the two you just dismantled. It will be harder to get them to leave the longer you wait to address this. I have found several syringes in my yard along the alley so their is clearly drugs being used and distributed at this new homeless camp on SUMMIT st. in between 11th st & Cottage grove ave. Right across from the gas station on 11th. thank you.

I'm not sure uReport is working correctly. I've reported a few Bird scooters blocking sidewalks and the process seems to hang at the 4th step, saying that the request is being processing. I did create one earlier today and it progressed to the point where it showed my the ticket that was created. The next one I created did not and appeared to hang at step 4 again.

Cars parked in the early morning on both sides and block the road. Dangerous in the dark morning fog or when it is raining as you visibility is limited and you can barely squeeze your vehicle through the road due to the illegal parking.
