South Village Ct: there is one little drain at the end of the street and when there is a down pour for a length of time it can’t handle it and water starts to back up getting quite deep in the street! One of our neighbors knows about this and will get out in the water and clean the drain, which we shouldn’t have to do. Every Tuesday is recycle day on our street and loose trash floats down to this drain. The water has come up in our driveways and yards. Hopefully this can get resolved. I have lived here 24 years and nothing has been done about it. Thank you

The property needs to be inspected by a City official and repaired or condemned.
Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is:
Structurally Impaired: Posing a danger to persons or neighboring property.
Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health.
Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years.
Damaged roof.
A tarp does not constitute a roof.
There is no ventilation in the house or working exhausts.
Windows do not open/close.
No heating or cooling in the structure.
Dangerous electrical resulting in the occasional use of a small light.
No plumbing in the structure.
Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch.
No functional bathroom inside the home. Occupant cannot flush waste properly.
The entire place appears to be a fire hazard.
Evidence of structural fire damage that may also impact the electrical and plumbing concerns.
Overgrowth vegetation and weeds.
Inoperable vehicles in front and behind the unsafe structure.
The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability.
The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character.
Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.

Despite the BHA making multiple efforts to ask the resident in 918 to stop allowing multiple guests to chainsmoke cigarettes and other "combustible materials" given that this is a non-smoking building, I have a documented medical issue, and the presence of oxygen tanks, the resident in 918 continues to allow guests to smoke. The office offered to transfer me to a different unit, but upon receiving the key after signing the lease, the unit had serious water damage and heavy mold. I am not able to move into the new unit until those issues are addressed. Resident in 918 continues to allow smoking day and night, high foot traffic, and sits with his door open all day waiting for me to come and go so he can make comments to try to get a reaction out of me in retaliation for the previous report. Recent construction of over-large building next to old stone church on Grant has caused drainage issues on the alley intersection between 9th and 10th, Grant and Lincoln. When it rains, a lake forms with nowhere for the water to go now. People who built the building should be required to fix this before winter.

The advertisement for Beach Juice alcoholic drinks has been spray painted on the sidewalks at each corner of the block surrounding Big Red Liquors. The images are at the following corners:
9th and walnut
9th and college
8th and college
8th and walnut (back from the intersection at the NE corner of the ocean building)
I thought it might have just been spray chalk and would disappear with a rain or two but I have verified it really is black paint and water has no effect on it so it will likely need to be pressure washed off. Thanks!
