Dear Whom it may concern, I have a question related to my previous report (https://bloomington.in.gov/crm/tickets/view?ticket_id=214067). I saw that many kids drive dirt e-motorbikes threatening pedestrians on the park road. Is it legal for them to drive those motorized vehicles on the park trails? Currently, park regulation prohibit any motorized vehicles on the park trails. I think that they are definitely motorized vehicles because they are not e-bicycle with pedals. Therefore those e-motorbikes are not allowed on park trails under current rules. Am I right? I am wondering why city is not taking action (such as impose fines or warning etc.) for this serious violation. You should see how these kids are threatening pedestrians and stunting on the trails and streets. They are just literally racing in the jackson creek trail shouting "get out of the way" to the pedestrians. I reported this to 911 since last year three times. How long we should wait? It is a matter of time before somebody, either one of those kids or pedestrians, get seriously injured or worse. Please put the police officer on the trail between 4-7 pm. If the police wants to identify them, I have the video of these kids. PLEASE take this seriously. Thanks.

There is a car parked on the street at this address that hasn't moved in weeks. It looks like it's been in some kind of accident and has no license plate on it. I know this can make it difficult for sanitation/recycle trucks to navigate through and reach bins ... plus, it's becoming an eyesore that the neighborhood is now complaining about.

Greetings - I filed issue #209736 this morning (broken wheels on my trash container after trash pickup this morning), and it has now been closed. Someone came by and picked up the broken pieces of my trash container - however, they did not repair it. Was that issue closed too early? or is the repair still in the works? My container is still out by the curb. Thank you!

Lights on the pickleball court shine brightly into the neighboring yards, even the back yards on the south side of the street on RCA Park Dr. Tree foliage blocks some of the light in the summer, but it's like a football stadium in the winter. I understand they are supposed to be on a timer but people play at all hours. Can a light shield be installed, or some other solution found? Trying to get ahead of this before winter.

Thank you for continuing to investigate this and for forwarding the truck traffic question to Engineering. I wanted to provide some additional information and also clarify a few questions. First, I am not entirely clear on how 2615 S. Kendall Drive relates to the FBM operation or to the semi-truck traffic I originally reported. Could Planning clarify what commercial use was found to be occurring on that residentially zoned parcel? Is that property being used by FBM for access, truck circulation, storage, staging, parking, or some other part of its operations? My concern about truck traffic is also not limited to S. Kendall Drive. Semi-trucks serving FBM continue to travel through the residential neighborhood, including Watson Street and Bryan Street. My broader concern is why semi-trucks serving this commercial facility are routinely entering and traveling through the residential neighborhood at all, rather than accessing the commercial property from Country Club Drive. For Engineering, I would appreciate clarification about whether semi-trucks serving this facility are permitted to routinely use Watson Street, Bryan Street, S. Kendall Drive, and other residential neighborhood streets as access routes. If there are currently no restrictions, does the City have the ability to establish an appropriate truck route or otherwise restrict commercial truck traffic through these residential streets? I also wanted to make Planning and Engineering aware of a significant change in ownership since the property's historic use was established. Lowe's Companies completed its $8.8 billion acquisition of Foundation Building Materials in October 2025. In announcing the acquisition, Lowe's specifically described plans to enhance its Pro business through expanded capabilities, faster fulfillment, improved digital tools, and cross-selling opportunities. I understand that a corporate acquisition alone may not necessarily require new local approvals. However, given the recent change in ownership, Lowe's stated goals for FBM, and Planning's discovery that part of the current operation has expanded onto a residentially zoned parcel, I think it is important to ask whether the nature or intensity of this location's operations has changed or may change enough to require additional City review. I am also unclear how substantially increased fulfillment, truck traffic, or other commercial activity could be accommodated at this particular location without further affecting the surrounding residential neighborhood. If operations at this facility increase, what zoning, site-plan, traffic, access, or development review would be required to determine whether this location and its existing access points can accommodate that activity?
