Citizen says recycling crews always drop things and leave them in the street. Said the problem is usually with paper, which they weight down to keep from blowing away. Today, 3 big plastic jugs were left laying there. Says this is a continual problem.

trash constantly in yard
trash in yard, complained about two weeks ago. Trash blowing into yard of neighbors, especially bad in the back, though still visible from right of way. Frustrated that we do not seem to have responded.

Trash on back deck, blowing into neighboring yards. Also tenant dumping cat litter in alley.
