Over the past few weeks, recycling has been strewn about the streets throughout Eastern Heights. It appears that papers and other lightweight items are floating out when the carts are being dumped into the truck.
Responded... Hi Nick. First of all, thanks for submitting this uReport. The more folks that say something about it, the better. Second, I know this person and his mother is actually the chair of the Council for Community Accessibility. While neither have directly complained about this issue it has been on our radar as other people have seen him try to navigate that stretch of Smith Road. So I went out and did a full survey from 3rd to 10th Streets and reported every issue along that route. Then I participated in a discussion about it with the Engineering and Planning. It's not so easy to address this one because it's very narrow and can't be widened. It would also be fairly costly to do the whole route. But we have placed it on the sidewalk priority list that was submitted to Planning departments for their next round of sidewalk construction. We won't know how that very limited budget gets spent for a while, but sure hope it includes addressing this one. So that's where we stand on it. Fingers are crossed! Traffic Light at 2nd street when exiting College Mall is not working right. The light is not changing from red to green. It stays red and is sometimes holding up traffic. This has happening for a couple months.
Kilroys blocking sidewalk. Maybe 20” clear. This has happened multiple times before. Fine them. Let me know what happens. 4/4/24 : Added a dividing line to the sidewalk and notifed KOK staff. Nothing should cross over the line. Line will be managed by COB.
The grass and weeds on the property are overgrown. Lawn has not been mowed for at least a couple months.

I have a problem on my property with drainage. The drainage of my property runs off naturally into my neighbor's yard. His address is 3514 Morningside Drive. When a storm comes, his back yard pools and remains there for a few days until it is absorbed into the ground. I discussed with one of the neighbors how this might be resolved and volunteered to help pay for pipes that would carry the water that pools in their yard to the ditch along Morningside Drive. The neighbor didn't think that would work. Now they have dug out a deeper hole in their yard and are installing a "Sponge Garden." My understanding is that this will retain water and will not allow my yard to drain. This area has backed up into my basement in the past and flooded it. It seems to me that this will occur more easily with the installment of the "Sponge Garden." I appeal to the city of Bloomington to send engineers to come and see if there is some way that water can be drained into the ditch along Morningside Drive.

There is a metal service door with a hole in it and the cap to this hole is missing. This is nothing to extreme, but it could be a hazard.
