I live in Peppergrass and there is a home on Walnut Street Pike between our neighborhood entrance and the church who seems to have a barnyard full of noisy animals. This includes a rooster who starts crowing at dawn and continues throughout the day. I thought roosters were not allowed in city limits.

This is my neighbor who has two large pit bulls that he continuously allows to run off leash behind our houses. 3 times now i have gone to take my dog out, or she was already out on her lead, they have run up on her barking. They do not seem aggressive, however my dog is a rescue and has significant trauma and this causes a very big issue for her. She is amped up and stressed for a very long time after each incident. I have told him myself twice, property management sent out an email notice reminding tenants of leash laws, and he will not keep them on leashes. He has no recall or control over the dogs and they often dont have collars on either so he has no way of controlling them. I have seen them off leash many more times than these 3 incidents with my own dog. Thankfully we have been able to intervene each time but if his dog were to get in reach of my dog, she would not be nice and i dont want his dogs to get hurt. I have also told him this twice. I want to reiterate this is not his dogs fault, but purely a very neglectful owner since he seems to not care if my dog hurts his dogs. I am at a loss of what to do at this point as i have tried to be neighborly about it, but he refuses to listen.

Yesterday, a german shepard was running loose, followed by a middle aged man wearing glasses, who grabbed the dog, lifted her off the ground by the collar around her throat while she yelped, and yelled at her while repeatedly lifting her completely off the ground by her throat as she yelped. Unfortunately don’t have photos or videos but wanted to make a report in case it corroborated any photo/video someone else might’ve taken

There is a road-killed animal (raccoon?) laying on the curb side of the bike lane (north side/westbound). It's been there for several days. The address pinned on the map might be slightly off, but should be close enough for you to locate the corpse.
