Wednesday evening 7:30pm: maroon Toyota Rav4 with New Jersey license plates traveling west on 12th Street turned south on Lincoln (against the One-Way direction) and then speeded to the alley where it turned and parked in the back (north side) of this house. This almost caused an accident, and is a recurring problem with this particular address and vehicle ever since August when the new occupants moved in. Likely an undergraduate, possibly one who is either illiterate or just intellectually handicapped, or perhaps the person simply feels entitled to break Indiana driving laws (maybe there are no laws in New Jersey), but more likely it is just an inconsiderate, self-serving, and dangerous person who disregards rules that s/he deems inconvenient and someone who needs to be held accountable. Please do something about this - pedestrians (human and otherwise) rely on the manner and direction of traffic to be consistent and are not expecting vehicles traveling at relatively high rates of speed and headed in the wrong direction.

Requesting scooter ordinance to be enforced by the Bloomington Police Department. Barely avoided several collisions with scooter riders on sidewalks on Kirkwood Ave near Monroe County Public Library. Would like to know when enforcement will start.

The same group of people is claiming and staying in the gazebo at the Building and Trades park every single day. They are there from open to close, sometimes sleeping on the ground as if it is their personal camp site. Nobody else has a chance to use the shelter because this group is there the entire time the park is available for use. This was a problem last year, and the group referred to the park as their "turf" during an altercation with my neighbors. My house was recently broken into, and it concerns me to know that there are people who can just sit there all day and see exactly when we are coming or going. I don't mind people using the park (because public use is the purpose of a park), but I think it is unreasonable for one group of people to practically live in the park and claim the shelter every day, to the exclusion of other park users. It would be helpful if they could inhabit a different park - or just be somewhere else - on at least some days.

There appears to be drug dealing going on in RCA Park. There is a black vehicle that appears to be involved with at least three undernourished pit bulls in and around the vehicle. If someone is approaching from the walking path the dogs bark and snarl. One appears to be secured by a thin rope.
Why is there never a police presence in this area? I almost never see park security down here. It feels like parks and Rec has given up on keeping our parks safe.

Numerous junk vehicles at this location that meet the city code description of "abandoned" City code 15.04.020 section 6 - vehicles more than three years old that have not moved for 20 days that are in public view. They are not even registered! 2 of these vehicles are parked on unimproved surfaces - also this property is a junk yard.

Predatory Towing in Bloomington. I have noticed an increase in the amount of tow trucks in and around the downtown area. In particular, Speedy Wrecker Service, has continually towed multiple vehicles in parking meters and then demanded payment be made in cash only. If the city wants people to be invited to spend time downtown they need to create a city ordinances that addresses the cost of towing $100 flat fee and also uses the 24 hour waiting period. What kind of community does Bloomington want to be?

Homeless camp at 100 Westplex. Trash littering everywhere. Car parked on cul-de-sac in public right of way.

Car left on private property continuously in a location visible from public property for more than thirty days. License sticker has expired.
No house number but we think it is 516 S Eastside Drive, house across from the church parking lot, with the dead tree in the front yard and lots of branches underneath it.
