This is the second time this year that my house has been flooded because of the inadequate city storm water drainage at the corner of Overhill dr and East 8th Street. It happened on April 4th and on June 18th. I'm not sure if the city had someone come and cleaned up after storm on April 4th, but my handyman told me that he had to remove a bunch of rocks from the drainage. I really believe that the storm water drainage is too small. Even if we clean it up, it still doesn't function properly. The storm water from the city's drainage backed up to my driveway and flooded the entire basement floor. It has happened many times, but the problem is getting worse throughout the years. I had to spend thousands to remodel my house due to the flood damages.

My property at [address] flooded again on June 18, 2025, continuing a long-standing pattern of stormwater failures. This area lies within FEMA Zone AE. I have lost two vehicles to flooding and continue to suffer property damage and personal risk due to repeated flood events. The creek that repeatedly overflows lies just off my property line, meaning I have no ability to access, maintain, or control the waterway that causes these floods. Despite this, my home bears the damage. City crews have occasionally cleared culverts, but no long-term mitigation appears to have been performed. This remains a clear public hazard. I am formally requesting inspection and corrective action by the City under Title 13 of the Bloomington Municipal Code, which mandates maintenance, inspection, and prevention of stormwater harm. I have also contacted FEMA Region V to report this issue and request federal documentation. Attached to this report is one photo showing flooding on my property during the June 18, 2025 event, after I had to relocate my vehicle to prevent further damage. I ask that you please confirm this report is logged and provide a response or timeline for action.

Flooding continues to be an issue on W 11th Street, at the lowest point where it intersects with Blair Ave. Please see the photos and videos I took yesterday: https://drive.google.com/drive/folders/1WkvlvMpbzfWyCDrWhkIhXHjeLg5dyMIW?usp=sharing I cleared all of the storm drains at this intersection yesterday BEFORE the storm, but within minutes after the storm began, more debris washed in and clogged them up. I had to risk going outside in severe weather and high winds to remove the new debris and keep the water from spilling over into my yard. I fear that one of these days a tree branch will fall on me while I'm out doing this. This road needs MAJOR engineering attention. One thing I noticed is that there are no storm drains on the uphill portions of 11th Street, or at the intersection with Orris Drive. I'm not a civil engineer but I believe that adding additional drains along these areas would help collect some of the water before it makes it to the bottom of the hill.

Dear Sir/Madam, This is a request regarding stormwater runoff and property flooding. This a formal request for assistance and an inquiry regarding significant stormwater runoff impacting our property located at 4244 E Stephens Drive. We reside at 3625 E Tamarron Dr. and are writing to you concerning repeated flooding at our aforementioned property during recent severe storm events. Our property at 4244 E Stephens Drive has experienced flooding on two separate occasions due to the substantial volume of rainwater rushing from the street into our driveway and subsequently into the garage and house. We believe this issue is primarily caused by the combined slopes of the street leading to our property and our driveway, which directs a large influx of stormwater directly towards our residence. We had a professional assess the situation, and they recommended that the City's Engineering or Drainage Department investigate the matter. Thus we are requesting that a city engineer or drainage specialist visit our property to evaluate the existing conditions. Our goal is to explore potential solutions to mitigate or divert the excessive rainwater runoff from the street, thereby preventing it from overwhelming our existing garage drainage system. A storm drain is located on Plymouth Road by the northeast point of my property. (It is directly across from the fire hydrant at Beacon and Plymouth.) The water from the drain runs underground on the north side of my house, then empties at the back by the railroad. The water then runs south over the open ground. During heavy rains, a creek forms and the stormwater overflows the small natural runoff channel, flooding into my yard. On Memorial Day weekend, I noticed that a small "sinkhole", maybe three feet wide, had formed near the back of my driveway. Also, when the last contractor installed cables, they dug a trench through our backyards and that trench is getting deeper, too. Where the storm drain empties at the back of the lot, there is a very large hole due to erosion. I am concerned that there is a problem with the infrastructure which is affecting my property. S Clifton Ave (between 1st and 2nd) is in need of a street sweep to clear tree debris that has been accumulating. Because the street lacks a storm drain, all the debris flows into and stops up the swale that serves as the place for storm water to go. After each rain, several buckets of debris (pine needles, leaves, crumbling road surface) have to be removed by us.

Location: 1212 S High St (High & Covenanter) Notes: The stormwater conveyance is public, and the wall is in the ROW. Homeowner came to CBU with the following complaint & request: The stone retaining wall next to the ditchline is deteriorating; this is the 2nd failure in the wall due to drainage problems.  Homeowner states that the ditch is in poor condition, not flowing properly, and full of "mud piles", etc which is causing erosion below the wall. He is requesting a call to schedule a time to meet onsite to show staff what is happening and determine what can be done about it. If he is not available by phone, he requests that we knock on the door upon arrival so they are aware of our visit and will walk the site with us.
