We recently moved in, and there is a cable (perhaps carrying power) that is wrapped around the tree in front of our house using a wire hanger. None of the utility companies we've contacted want to take responsibility for it. How do we determine the owner and get it removed?

Chad Ackerman is a the business owner of Ackerman Auto Detail located at 630 South Patterson Drive. This morning, after coming to work he found that his workplace was full of smoke. This is due to the common occurrence of the homeless population using the space behind his business as a place where they light fires. These fires are uncovered and lead to a very toxic smell.
