RESIDENT STATES THAT THEY ARE STILL RECEIVING BAD SERVICE FROM TCI. THE UPPER CHANNELS ARE NOT CLEAR. HE HAS COMPLAINED TO TCI, WHO STATED THAT THE PROBLEM IS IN HIS HOUSE. RESIDENT HAS RE-WIRED THE HOUSE AND IS STILL HAVING THE SAME PROBLEM. iN REGARDS TO THE CHANGE IN CHANNELS, HE CONTACTED TCI AND WAS TOLD THAT IT WAS A CORPORATE DECISION. RESIDENT WANTS TO KNOW HOW A PUBLIC REGULATED UTILITY CAN MAKE THESE CHANGES ON A CORPORATE LEVEL, WITHOUT CHECKING WITH ITS LOCAL SUBSCRIBERS. RESID
