I walk downtown early morning and have noticed there is much more trash laying around than normal. There used to be a couple of city workers out every day picking up the trash, but it seems like this is no longer happening.
Trash on south side of alley up against fence, yard; much of it recyclable.
Cans are always on the curb.
Trash in yard, visible from public access points, recurring problem year upon year.
Complaint of not disposing of trash properly. Animals getting in to it and scattering it all over. Person on phone said it belongs to the apartment "in the middle with the grill." They weren't sure of apartment number.
Sue Hill complained that her neighbor at 911 W. 3rd street is using a publicly owned alley between their two properties for her own personal use. This apparently doesn't bother her, however, the neighbor has been putting things like yard trimmings on to Ms. Hill's property without permission
