Fire Hazards

I spoke with a Brittany but before I could respond she closed the case number.
Dear Audrey Brittingham,
Thank you for your response regarding Case #209518.
I would like to request that someone visit the site to inspect the designated smoking area and the cigarette disposal containers. Because the apartment complex has established a permanent smoking area immediately outside this non-smoking building, violations are constant and can be observed at any time.
The police have responded to this location multiple times due to fires caused by smoking. They informed me that this is a government or HAND (Housing and Neighborhood Development) issue; however, each time I report it, I am referred to a different department.
Is it possible for a representative to see this firsthand without me calling the non-emergency line? Additionally, would the Health Department be able to assist, or is there another official who can verify the proximity of this smoking circle to the building? I have numerous photos available to provide as proof if needed.
I look forward to your guidance on who can specifically address this ongoing safety concern.
Best regards,
Jessica Hanna

I recently advocated for my apartment building smoking to be25 ft away they moved it but it's now in the back of the building where there are 50 unit windows and ventilation system and out of contact HUD and I've contacted the PHA and I don't know what to do when it's 25 feet away but that is drifting to the windows and I know that there are people that could establish stricture policies. After battling with code my apartment building it 25 ft away with the smoking but they only moved it 25 ft away but it's still entering the 50 some windows in the back where they placed it and going in the ventilation system and I've tried contacting the Bloomington Housing Authority about it. I don't know what to do any recommendations I was told that the PHA can help enforce stricter things or even make a designated smoking area that's further than 25 ft away when I reached out to Bloomington Housing Authority I'm not too sure if I spoke with PHA they weren't very helpful I thought about contacting the health department because they can come out and see which way the wind blows and where it's drifting inside but when I looked it up I really didn't see anything to tell them about smoke issues. This place needs an inpection for so much

Behind our house (to the west) is the Kinser Ridge development. After their work moving around dirt last week (they started on Monday 5/18) and then the resulting rain has inundated the silt fence and it is no longer standing and rainwater mixed with silt pours over when it rains.
The worst was Wednesday 5/20 where the silt poured down our driveway, flooded our garage and left 1/4 inch to 1/2 inch of silt in many parts of our driveway once the rain stopped. There has been no change in the silt fence despite my husband (Tom Grano) reporting to the city in multiple departments and speaking with the foreman of the development.
Today (5/26) the development is once again moving around dirt in that area. The silt fence needs to be repaired and a more permanent solution needs to be found as soon as possible especially with high probability of rain the next week days.
Our house is not the only property that has been impacted as the west lane of Kinser Pike flooded on Wednesday 5/20 and the silt could be seen as far down as Bayles.

Reporting again as I have not heard from anyone about this issue. There is no sign that the development has done anything to fix this issue. In addition they have increased their work behind our house including starting work with large tractors just before 6:30am. It's very loud and was reported to the police.
Previous information already sent:

Recent rains moved more trees down to the pedestrian bridge over Clear Creek on the new BRT spur. This is not a repeat of an earlier report.

Near the middle of May, Bloomington experienced several days of heavy rain. I understand that there were many problems around town. One of many near my house involved the flooding of Kinser Pike due to intense sheet runoff from the under-construction development, Kinser Ridge. Kinser Ridge had a silt fence up, but the runoff breached it. The muddy water flowed downslope through my neighbor's garage, yard shed, and driveway, and through the farm field to the north. This amounted to so much water that the culvert under Kinser Pike could not hold it, and the silty water flowed over Kinser Pike. The water pooled in the road for several hours. This was a problem worthy of a uReport. However, my actual gripe today is that the developer has not attempted to repair the damage or reinstall the silt fence. Now, when it rains again, the silty water will flow again with no impediment because the soil is now at the top of the broken-down silk fence. Behind my property line is disturbed bare soil that eroded into my yard last time, and because no effort has been made to fix it, the mud from the soil erosion will again bury my grass and trench out my garden. The bottom line is that I would like the developer to remediate the erosion problems in the northeast corner of the development before it rains again. P.S. They have had acres of bare soil uncovered for about a month. Isn't that prohibited?
