Business

629 N Fairview ST

Can someone please look into the businesses that are operating out of 629 N. Fairview? Red Tire Taxi received a Rapid Response Fund loan of $12,000 in 2020 for being in the Bloomington Urban Enterprise Zone. I am in my third year of almost daily walking past that building at a wide variety of hours and have only seen a vehicle with a Red Tire Taxi sticker on it once and that was in the summer of 2019. There are two different tow truck company trucks in and out and the majority of the vehicles in their two lots are in some state of serious disrepair. The same vehicles with missing windows are there from when I first moved into this neighborhood in 2019. Is this a junk yard? If it is a junkyard, is there ordinance language around having fences around them? There are vehicles parked on grass in the back as well. If you look up the business registration for that address there is only one business listed and that is called Bloomington Extreme Auto (which is also the business used to perform the safety inspection on Red Tire Taxi's vehicles for the business license), and they were administratively dissolved in 2018. It is an unpleasant area to have a part of daily life, and seems illegitimate in at least one way, if not more. Please look into it. Thank you.

City Performance

The home that I rent had a city rental inspection conducted in November. I was home and neither did the inspector inspect everything that is listed on the pre-inspection addendum nor did they speak with me. There are a few issues that I would have pointed out if given the opportunity. Most notably, as listed in HAND's documentation, it states that All required openable windows shall be capable of remaining open on their own hardware. That is not the case in this home and that was not inspected. Can someone please explain to me what the procedure is for inspections? There are other issues as well that I had erroneously assumed would have been inspected since they are on the list of what is required of a rental property to have in good order.These are not issues that are perhaps directly impacting me at the moment but I do feel strongly that the house should be in actual full compliance so as to protect future renters. Property owners who rent their property should be held fully accountable to what the ordinances stipulate. Is it because of COVID that the inspector spent less than five minutes "inspecting" the entire house? Thank you.

Street Lights

In response to uReport case #178550, if the property owner has had to repeatedly paint over graffiti, then perhaps the built environment could be examined to see if any improvements could be made that would benefit the property owner as well as residents. A walk down that street at night reveals pitch black darkness. There is a light at the T intersection of Fairview and 11th, but the illumination does not reach around the bend in Fairview. The property has a light in their lot which actually causes the sidewalk on Fairview to be even darker in contrast. It has never felt safe as a pedestrian or cyclist but that can be remedied by personal use of lights. However, having the street illuminated could help to make it less hospitable for delinquent behavior as well as the wonderful bonus of increased safety for non-motorist travelers. Lastly, vehicles regularly speed down the decline on 11th, fail to stop at the stop sign, and continue around the bend on Fairview. I would think that increased illumination would be helpful to those motorists who are already driving recklessly. Thank you.

Graffiti

Greetings. On a daily basis I commute as a pedestrian through my neighborhood. Part of my route involves the view of an entire length of a building filled with phrases such as, LETS WRECK SHIT, Hot For Crime, and LOSER. I wrote a letter over a year ago politely requesting the property owner remedy this. Additionally, I suggested they consider planting a hedgerow of sorts to restrict people's access to the wall. I have not received a reply, and no action has been taken. Can the city please address this? Also, There is graffiti all over the wall directly across from this but that is more offensive on a subjective level. Ultimately, both properties are owned by the same entity, and it would be really great if they maintained their property in a way that made the streets of Bloomington feel safe and civil. Thank you.

Line of Sight

The bushes alongside the east side of Fairview have grown out and over obscuring the 'no parking' sign. Over the past two years, there has been an increase in commercial vehicles (tree trimmers/landscapers) as well as delivery trucks thinking it is okay to park in front of a stop sign on a slight hill. This is obstructing the view of the intersection and creating a dangerous situation when vehicles are forced into oncoming traffic to pull around the stopped vehicle. Combine that with the reckless drivers who are speeding on 13th street, oftentimes taking the turn from 13th to go south on Fairview at very high speeds, and the result is a dangerous situation. Please improve the line of sight. Thank you.
