So my name is Jeremiah Jackson. I have been a Monroe county resident almost all my life. I have reported some things to the Bloomington police department and to two news agencies about officer misconduct and abuse of power. I can’t seem to get anything done in this regard. I’m writing to see if I can get a moment of your time? I’d really appreciate it if you or someone in your office would take the time to have a discussion, it involves misuse of power and my request for a restraining order and protective order and the fact these individuals are still stalking me and harassing me. Thank you very much for your time. His name is Jeremy m ayres, possibly Shawn Riggs. And they claim they are an officer named Chris Scott but my attorney has done checked into that. They do not have a warrant or court order. So there harassment is not legal by any means . It isn’t surveillance or an investigation it is blatantly harassment.

I reside at 1909 E. Windsor Dr. Recently many of the streets in our neighborhood were repaved and speed humps were installed. However, our street from the corner of Arden Dr to the three-way stop corner of Wilton Dr were repaved but not speed humps.
I am advocating for 1-2 to be installed on Windsor Dr between these two intersections. Very few autos stop at the three-way and I believe the speed hump will slow them down as they come to the Windsor & Wilton intersection and make for a much safer intersection. An older resident in the neighborhood explained how Windsor Dr at one time was a straight east-west street and the Windsor & Wilton intersection was a straight T with only one direction having a stop sign. The city, many years ago, changed this intersection to add a three-way stop and curve Windsor out so to slow down traffic. Maybe it worked, but not so much from our vantage point.
I have small grandchildren that are with me a lot and I'd like the area to be safer for pedestrians. Lots of dog walkers and people walking in general and there are NO sidewalks for the most part in our neighborhood.

This is a Positive Review
My husband and I have been walking Bloomington trails for a decade. This past year we have discovered the last 2 segments out on Dillman Rd. It’s a lovely part of the trail covered by trees for more shade and cooler in the heat of summer. During this time we also noticed the consistent upkeep of this segment. Following the friendly custom of speaking to other walkers, we realized a consensus existed on the excellent work & commitment of Mr. Troy Carter, who cares for that particular section of trail. He is always working, always doing what needs to be done. My husband Howard, often commented that during his decades of working at Crane NSWC, he always looked for people who had this work ethic, always doing their job even when not supervised. He also is always kind and courteous to the trail users, answering questions, giving directions & just being courteous to everyone who walks by. For example if he’s blowing leaves, cutting grass, etc he will pause pulling the trigger in the few moments it takes a walker to pass him by. A small gesture possibly but a boon to those of us that use our walks for conversation or solely for the tranquility of nature and is simply a kind human gesture. We trail walkers appreciate all that he does and simply wanted to say Thank You.

We are trying to figure out with our neighbor how to manage invasive, prohibited species on the property line. We are submitting our letter from us to them and would like advisement from the appropriate city employee to make sure we handle the issue correctly.

Upon my review, it is not clear who cut back the shrubs / vegetation. Ellee and I reviewed the type of plants affected and there were no trees, only shrubs / bushes, as designated by the Bloomington UDO.
The area in question is in both a Utilities easement and a Water run off / drainage type easement.
I am not sure if someone was contracted to maintain these areas.
That said, we did notice a significant number of invasive plant species originating from your property and invading / growing onto our property. As per the Bloomington UDO, these specific plants should be removed from one’s property. Our cursory evaluation identified at least and not limited to: common privet, porcelain berry, Japanese honey suckle, winter creeper and English ivy and poison ivy.
What we would like by July 1, 2025 is your plan to maintain or eliminate the plants on the city’s invasive species list that originate from your property and grow onto our property. We will then take your proposal to the City for approval, as it is well established that maintaining invasive species includes not letting the plant flower so as to limit spread.
If you have any questions identifying the specific plants, Ellee has graciously agreed to donate her time and effort to help you identify.
If you cannot come up with a definitive plan for invasive species maintenance or elimination, The Spiers will be happy to maintain the invasive species growing from your portion of the easement onto our property in a quarterly fashion. All we ask is that you hire an official surveyor to stake a clear delineation of property lines / easement, so we know which of your invasive species plants are our responsibility to maintain.
As good stewards of the community and being good neighbors, we appreciate your prompt attention to this matter. Each season that goes by, your invasive species seed the creek and spread the invasive plants throughout Bloomington.
If you cannot provide a reasonable plan, we will ask the City for assistance in devising a plan.
Again, thank you for bringing this to my intention. I learned a lot about invasive species today.

In 2019/2020, the Rogers Multiuse Path Project removed a large area of mature evergreen trees and shrubs. Before the project began, the city convened a public meeting at Sherwood Oaks church, where this project was presented. Neighborhood residents were under the impression (from what was stated at the meeting) that despite the construction and removal of mature trees and shrubs there was a plan to replace the mature trees and provide appropriate barriers to shield adjacent residences from Rogers Rd. Given that one of the adjacent neighborhoods is named “The Woodlands” it is ironic that the large swath of mature trees and shrubs was removed by the city. In 2020, the neighborhood inquired about the promised tree replacement plan and advocated in support of the tree replacement plan via email exchanges with a city employee.

In 2020/2021 a multi-use path was installed directly behind the Woodlands condos, which included a raised cement median/crosswalk. This raised median has caused multiple problems since construction. Various vehicles frequently strike the raised median while attempting to navigate the area. In addition, the turns into and out of The Woodlands and The Stands are challenging due to the construction of the raised median. From my perception, this raised median has made the area more dangerous for pedestrians, vehicles, and cyclists. It was my understanding that the original intent by the city was to make the area safer, not more treacherous. Furthermore, the bus stop was relocated and is now closer to my home than it was before, which again causes more dust and noise pollution inside my home and the surrounding area. Clearly, an all-way stop is needed to provide predictable safety for all roadway users. Please note that neighbors have been in favor of traffic control at the intersection of Rogers Rd, Winding Brook and The Stands. In the last several years, neighbors have noticed the intersection has become less safe. I recently checked the Crash Data Dashboard and found the map to be very hard to read. I would appreciate a detailed and up to date report of the number and type of crashes reported at this intersection. Lastly, I am aware that currently, the construction that’s underway will be completed eventually, and the traffic pattern that I am referring to in this report will resume.

Report from Mr. Dennis Mayfield that on Friday, June 13, he saw about an acre-and-a-half of what he thinks is hemlock at/near the intersection of N. State Rd. 37 Business and Old State Rd. 37. This seems to be just on the edge of city limits. Submitted a report to indot4u.com as well on behalf of Mr. Mayfield.
