I am writing to formally request the consideration of an ordinance prohibiting the use of engine brakes (commonly known as “Jake Brakes”) on E 3rd Street West of SR 446 into Bloomington. This stretch of road, being a key route with both residential and commercial presence, frequently experiences disruptive noise pollution from heavy trucks utilizing engine brakes. As a resident in the area at Summerhouse, I can personally attest to the significant impact this has on daily life and overall well-being. The frequent noise not only disrupts daytime activities but also affects my ability to sleep soundly at night, compromising rest and health. Supporting Evidence: 1. Noise Pollution and Health: Studies have consistently shown that chronic exposure to high-decibel noise—like that produced by engine brakes—can contribute to sleep disturbances, increased stress levels, and even cardiovascular risks. According to the World Health Organization (WHO), noise above 55 dB is considered harmful, and engine brakes often exceed 80–100 dB. 2. Ordinance Effectiveness: Many municipalities across the U.S. have adopted engine brake ordinances in residential areas to reduce noise pollution and improve quality of life. 3. Local Impact: Given the residential density and commercial activity along E 3rd Street, enforcing a restriction would bring it in line with common noise abatement practices, ensuring a quieter, more livable environment for its residents. I believe that introducing this ordinance would not only improve the quality of life for residents but also align with community standards of noise control and public health considerations. Dear uReport Team, Over the last year, I have submitted uReports for cars that park right up to the intersection of Maxwell Lane and Eastside Drive. A Quick Look at the uReport category of Parking and its definitions of different scenarios does not include “cars parking to close to intersection “, so I’ve submitted uReports under the “Miscellaneous” category. By the time my report is read, it’s often too late for a Parking Enforcement Officer to be informed in a timely way and to take action. Could uReports create a separate scenario under PARKING for the situation I’ve described so that the information reaches Parking Enforcement quicker? Thanks, Diane Leirer

The multiuse trail between 1099 Winslow Rd and the intersection of Winslow and Xavier Ct. has hazardous head-height tree branches. Particularly on a bicycle, it is challenging and dangerous to navigate down the hill while ducking and swerving to avoid hitting head on tree branches. Low branches should be cut throughout that section of trail to make it safer. Thank you.

I live at 1009 S. Lincoln St., and running in a perpendicular line to the street from our water access, at the house edge of the sidewalk, there's a big hole. It seems to go below the sidewalk a little. I'm not sure if I should just fill it in, or if it is indicative of a larger problem that should be addressed. I'd love a little guidance from the experts! Spring has started and the outdoor smoke coming from the Barbecue is in full force at the Short Stop food-mart on North Smith Road. My wife and I had three meetings with the City Council about this issue in 2015. And 2 recorded meetings with the council as a whole and a second meeting a few weeks later. The smoke issue was to be addressed for this location. But Chris Smith sold the store without implementing the standards the City Council had requested he perform. He was supposed to install and indoor smoker by December of (2015) that never happened. And he then sold the business in spring of 2016. As an example of how bad this smoke is. I hung wet laundry outside yesterday (Wednesday 4-25-18). Hoping for that nice fresh air smell when it was dry. Our clothing smelled like we had been next to a campfire. So I had to rewash all of the clothing. This has become a HUMAN HEALTH hazard and it has not been taken seriously. The city did nothing after our meetings to address SMOKE issues from cooking outdoors. I really hate to call the Fire department each time I smell smoke. As the cost to the city will be ridiculous for putting out (3) outdoor smokers. But that is what I am going to start doing. As we cannot breath. She had a lung removed and everyone is turning a blind eye towards this fact. Let me know what the city can do. Our district representative Allison Chopra was at the meetings as she was running for office and won the election. But I was told she had slept since the meetings and did not remember the restrictions placed on the smoke issue. If necessary I can send you the link to the videos of the meetings and what was proposed. Thank You.

the western end of Morningside Drive--west of Smith Road--has long been unsafe because there are no sidewalks. There are several families with young children, many residents walking dogs and walking to the park, and sidewalks would greatly improve general safety. thanks.

I would like to request sidewalks/speed bumps on Elliston Dr. in Sherwood Oaks Neighborhood. Elliston is the main thourough fair to Sherwood Oaks Park, Jackson Creek Trail and Olcott Park, which also leads to Childs Elementary and Jackson Creek Middle School. There is significant foot traffic daily of adults, kids and pets being walked. Children go to school on this route and yet there is nothing provided to keep them safe. There are currently no sidewalks to keep foot traffic safe and no speed bumps to slow down traffic. People speed through this area whether local traffic or visitors to the park and what the city has done to date is not enough. Someone is going to get hurt and it will be on the onus of those who have chose to do nothing to keep pedestrians safe. Please consider making a change and putting sidewalks/speed bumps in to allow for safe travels for all in this area. Thank you
