On multiple Sundays (most recently 9/20/2026), we have seen two gentlemen directing traffic, and obstructing the public right of way, in two places. This occurs just outside of City Church for All Nations' Russell Road campus located at: 1200 N Russell Rd, Bloomington, IN 47408- most specifically two intersections on N Russell Lane and 10th Street.
The trucks of these two men have 'Indiana Security' logos; one truck logo is highlighted on the attached photo. The photos also show the attire these gentlemen wear.
In addition, we have seen someone directing traffic further down at 10th Street/Smith Road. This individual seems to be operating in a more official capacity.
Iris from your Engineering Department was so helpful today, indicating that the roads of concern are under the jurisdiction of the Monroe County Highway Department. Will you please share our safety concerns internally and work with Monroe County?
Are these folks following the proper rules and procedures for this important undertaking? As everyone's safety is affected, we want to do our part to make sure these men have the correct authority, with training and paperwork in order.
Thank you for your time!

A winding asphalt path runs through the middle of Bryan Park between Woodlawn and Henderson. Originally it was cinder-paved and used primarily by recreational pedestrians and runners. It now serves cyclists, as a connector between the bike-pedestrian lanes on Sheridan and Southdowns on the east and the Allen Street Greenway on the west. I believe it is state law that cyclists yield to pedestrians but on this path many cyclists don't warn pedestrians when they are overtaking nor do they slow down when pedestrians are present. Because of the path's curvy nature; defensive cycling really requires slower speed. Please post notices at the Woidlawn and Henderson ends of the path, alerting cyclists to slow down and be aware of the blind curves.

Hello, we have multiple dead, large branches hanging down over the streets/sidewalks from the trees on the cities tree line. A large branch just fell onto the sidewalk last week. Please see picture.
I am concerned the branches are going to fall on a vehicle. The sidewalks are used all day every day by parents with their children residence, walking their pets and elderly getting out for strolls. With the fall season coming up upon us I’m concerned the wind is going to blow the limbs down and fall on a person or a car. It’s difficult enough for us to manage the leaves from these large trees. We just are not able to manage the large tree limbs as well. Please have the City come and cut back the dead limbs.
They also look diseased?
Thank you!

Northeast corner of Rogers and 2nd has a huge crater in the roadway. Turning north onto Rogers from 2nd is already a tight squeeze but wih this giant hole its impossible.
