Tonight I watched a man in a wheelchair try to get through the intersection of fourth and walnut, but the paths going into the street have not been cleared. Is this city property?

On the south side of Allen St, between Walnut and Washington, someone cut a hole in the street and filled it with small rocks that are just spreading everywhere. They also upended the adjacent sidewalk panel and tried to just lay it back down again. Maybe the fiber company?
