Missed pick-up/trash/ Resident states trash was stickered - there were 4 bags in a trash can - crews only took two of the bags

She states the crews left a notice that her can exceeds the 35 gal. limit. She is very upset because she has had this can for several years with no problem, why now. She also watches the crew and they do not pick up the can they take the lid off and grab the bag inside. She would like a call back from the Director.
