No notice left. missed pick-up/trash: Says trash was missed., but no notice left, says her trash is never missed?

The city only picked up half of the trash from our bin this morning. I tried to call the sanitation department and selected the option for customer service, the line goes dead after that. We have a small trash can so this is going to create a trash back log for us. We would appreciate if it someone could come pick it up. Thanks.
