ADDRESS APPROXIMATE: MR. HALL STATES THAT THE HOUSE ACROSS FROM HIM HAS OUT A LARGE AMOUNT OF TRASH AND THAT THE TRASH HAS BEEN THERE FOR 3 WEEKS. MR HALL STATED THAT HE TOLD THEM TO TALK TO THEIR LANDLORD ABOUT REMOVING THE TRASH BECAUSE THE CITY WILL NOT PICK IT UP WITHOUT STICKERS.

three dogs are left in the front yard tied up to a fence and tree for extended periods of time. You can see the brown dirt they run back and forth in all day. I'm not sure why they neglect their pets. I am also not sure why they need to tie their pets in the front yard 5 feet from the street.
The dogs do not have access to shelter, water, or food. They bark at every passing person walking by.

Mr. Sutherland wanted to state that by the time the leaves are picked up by the city they've already blown back up into the person's yard, or even worse, their neighbors yard. He recommends that the city limit the number of days before the leaves are picked up so as to eliminate the above problem.
