My property at [address] flooded again on June 18, 2025, continuing a long-standing pattern of stormwater failures. This area lies within FEMA Zone AE. I have lost two vehicles to flooding and continue to suffer property damage and personal risk due to repeated flood events.
The creek that repeatedly overflows lies just off my property line, meaning I have no ability to access, maintain, or control the waterway that causes these floods. Despite this, my home bears the damage. City crews have occasionally cleared culverts, but no long-term mitigation appears to have been performed. This remains a clear public hazard.
I am formally requesting inspection and corrective action by the City under Title 13 of the Bloomington Municipal Code, which mandates maintenance, inspection, and prevention of stormwater harm.
I have also contacted FEMA Region V to report this issue and request federal documentation.
Attached to this report is one photo showing flooding on my property during the June 18, 2025 event, after I had to relocate my vehicle to prevent further damage. A parcel map showing the property location in relation to the adjacent creek is also available upon request.

Large drain off positioned in front yard of resident blocked by big pieces of cardboard that resident uses. Water pools in different areas or collects in above ground fish tank in side yard. Is this OK with the city to block drainage if the city installs it on private property?

two properties above us the road all the water on the road goes into the yard comes down toward are house crossing on road since it is all down hill into the neighbors beside us into my yard. it drains.in front of my garage and runs on my . about 3 to 4 inches of water on my side walk .side walk. also the road south of us also runs in neighbor east of my house also runs runs to my house. South of me there is a a large building about 40 feet long that doesn't have gutters it runs down across the road on neighbors which in turn runs toward my house. II have pictures to send in the mail which I wi8ll need to send you because I don't know how to send them in the mail. I have spent 400.00 to put a ridge to keep from running in my yard. I also had a drain dug in my drive about 4 feet from the fence running about 2 foot deep running toward the drain in the back of my house that cost me 650.00. I will write on the back of the picture that will explain what they are for when I send them thank you and I will write on the back . Also in front of garage my small car is on ramps so the water will not get my brake shoes wet and i have to not park my other car about7 feet from the garage so i can;t park a car behind my car. Received this comment on report I submitted in early Sept:
We investigated the area and didn't find anything we believe to be a main leak. There are a few residential fish ponds in this area that may be getting drained. We will continue to monitor the situation.

I am still seeing this street spot as wet, just in the one place as from the attached picture I sent in the original report. I am happy to watch and document this as we head into freeze and thaw conditions. I believe it will cause cracking and some loose asphalt. I really don't think this has anything to do with residential fish ponds? The wet line has a definitive start line.

Two large storm drains in my back yard have significant erosion around them. The worse one (pictured) has a foot wide by 5 foot long by 2 feet deep hole next to it where stormwater is entering this hole rather than entering into the drainage system. I'm afraid to mess with it myself, so I was hoping that the city can either take care of it or give me guidance on what to do.

Water has been pouring onto the front yard of our office through a large crack in the concrete retaining wall at the east side of Building Trades park. This has been on-going over the entire day. We have not observed this happening after a rain event in the past.

Storm water drainage from the road runs out here and is constantly eroding the dirt on my property. The drain route needs to be deeper or angled more and more rocks need to be added so water doesn’t accumulate and drains well without eroding the dirt along the route.

Severe flooding occurred again tonight, June 29, 2025, worse than any prior event here since we moved here 4 years ago. Water rose rapidly and reached homes well beyond the creek. The creek now flows over the entire road southward. I had to warn neighbors up to three houses away to move their cars. I believe the house across the street has flooded.
A neighbor called the city Friday (two days ago) asking for culvert clearing, but no one came. No progress has been shared on the engineering case either, despite past assurances.
This is a FEMA floodplain, and repeated failures to maintain infrastructure are now causing widespread risk. Photo attached. More documentation available.
