The mid-block alley between 10th & cottage grove has had a car parked in it for 48 hours. It never leaves. Everyone in the block uses this alley to egress over 50 apartments if going south. It is a very well-used alley. This person has turned it into their personal parking spot.
Water is brown from faucet, toilet water also unclear.
Trash has been there for weeks and is visible from 5th street.
Water is coming out of the faucet yellow this morning. It is also yellow coming out of the garden hose. What is causing this? I am concerned it is unsafe to use.
