High traffic corner; extremely difficult to turn onto hillside for normal traffic and school traffic especially with all the trucks pulling into Carlisle

On the right side of E Hillside going East towards High St, between S Dorchester and S Nancy is a tree that blocks the view when trying to turn onto East Hillside from S Dorchester.
Why has the city torn up the asphalt and then just left it for 3 weeks? Why would you remove it so long before replacing it?
There's a utility access or something similar sticking up out of the asphalt in this intersection. It sticks up enough to cause damage and forces eastbound drivers to swerve around it.
Illegal signage. Owner notified but said they would keep doing it.

A van from texas without a permit parked in a handicap spot for hours. There were many open street spots and limited accessible spaces so this is disrespectful and disappointing.
