Sanitation Director stated that resident is cutting stickers down the middle and placing a half of a sticker on each bag/container. She received a non collection notice from Larry Barker to use a full sticker.

This property includes a parking lot and is on the corner of Fess and 2nd. They have not shovelled the snow from their sidewalk/parking lot since that first snowfall and it's getting packed down and icy.
