Trash must be in a bag or a can

Resident has already been sent a letter by Shelby Walker advising that their trash needs to be contained in a can since the bags are ripped open every week and trash is all over yards and in the road. Sanitation crew usually cleans this up for residents between 703-709 Keystone and takes the trash. However, today crew left trash behind with another notice advising that they would not pick up loose trash.Resident has already been sent a letter by Shelby Walker advising that their trash needs to be contained in a can since the bags are ripped open every week and trash is all over yards and in the road.
