Water Utility Billing Problems

3220 E John Hinkle PL

Case Date:
6/8/2023

I am writing to bring your attention to an urgent matter regarding an unusually high water bill that I have received. My name is Kumar Vinayak, and I am a resident in the Bloomington area. I hope that you can assist me in resolving this issue promptly. Upon reviewing my recent bills, I have noticed a significant discrepancy in the water consumption. In the month of April, the recorded consumption was approximately 30 gallons, while in May, it unexpectedly increased to 35 gallons. These figures are undoubtedly incorrect, as such a volume of water cannot be reasonably consumed by a single individual. To address this concern, we immediately contacted our leasing office, as we suspected a possible emergency situation or water leakage within our house. They promptly responded by inspecting the property thoroughly but found no signs of any leaks or abnormal water usage. This observation leads us to believe that the issue may lie with the meter or its readings, as it seems to be continuously running even when the house is unoccupied. Given our status as students, it is financially burdensome for us to pay the exorbitant amount of approximately $1000 for water alone. This kind of billing discrepancy is highly abnormal, as it greatly surpasses our electricity bill, which amounts to approximately $100 per month. I kindly request your immediate attention to this matter and urge you to investigate the issue thoroughly. I have attached a copy of the bill for your reference. I believe it is essential to rectify this situation as soon as possible to avoid any further financial strain on our part. I appreciate your understanding and assistance in resolving this matter swiftly. Please keep me informed of any progress made in investigating and rectifying the issue. I can be reached at the email address provided in this communication or my flatmate's contact number, +1 (812) 360-0848 (as I am outside Bloomington).

I did not receive my bill this month and it is not on the website, but I already made my payment with a surcharge, only the balance due appears. I have had months of harassment on my account first charging me 28 to 40 dollars in my bill, the cover of my water meter was out of place for days and then I went to the office where they shouted to me that it was my fault the wrong size of my garbage cart and now not only does not get my receipt, you do not put it on the internet paging for me to know, now that you are charging me. Someone knows why and can inform me?

Michele and her husband came to the office to request a meeting with the mayor. They wanted to complain about an employee at the local CAP office who had yelled at them.

Mr. Michael called several times this morning and, at times, was angry and belligerent. He said he is being "discriminated against" because the prosecutor's office will not give him another extention on a speeding ticket. Diane suggested he talk to Barbara McKinney.

Called OOTM after speaking to Public Works. Had a number of complaints about the city phone system, the county phone system and the post office. Continued to ask questions but was not satisfied with any of the information I gave her. Finally hung up on me.

Hello. My name is Seung Jae, Lee and I am writing about double charge on my water bill after I left the States. My account number was 49236-012 I lived at 2789 E.Bressingham Way, Bloomington, Indiana, 47401 (MeadowCreek apartment complex) I finished my service on May 11 and I paid rest of my charge which is $73.64(Confirmation #: 184023 Date: 6/14/2017 4:28:10 AM) But, I realized that after I got my final check from my leasing office at MeadowCreek(It says sewer portion of unpaid CBU bill), so, can you check whether $73.64 which paid on Jun14 is processed or not? If processed, could you refund it? Thanks.

Please help me to understand my water bill and why I am continuing to be charged. My name is Bob Schimp account # 33653-019 and own 522 Graham Place. Parker Real Estate manages the property and has continued to pay the utility bills sent to them. They have been instructed not to have the water turned on. The previous tenant was evicted and left a water bill of $159 and the water was disconnected for non-payment. In September or October I was working in the unit and a man from your office arrived and turned the water on, I immediately went to the office and asked for the water to be turned off. I was told the water would be automatically turned on and billed to me as the owner unless I signed a form at your office which I did (the signed form is on file in your office). The water is currently OFF and has not been turned on since being shut off for non-payment, even as you continue to bill me for water usage. Please under NO circumstances turn the water on as the condo has been remodeled with new carpet paint and kitchen fixtures. Until pressure checks are completed water leaks may damage the new construction. I also ask that you not turn on water until the arrears from the previous tenant is paid and I not be charged while the service has been disconnected.

I have tried to be patient and have quelled the white hot rage of frustration I've felt so many times this summer. I've NOT written at least a dozen times but after spending another morning trying to get to where I NEED to be and having every street blocked off or torn up I am going to express my displeasure. I truly view the managing of this latest street project to be irresponsible. It's one thing to be good stewards of the region's resources but it is another thing entirely to cock up the city so badly that no one can get from point A to point B and to disrupt lives for such an extended period of time. Furthermore, do you know what contributes most to depression? Randomness and uncontrollability. I feel like a dog in a learned-helplessness experiment that won't end. If you absolutely had to bring the city to a halt, could you not have mitigated it by warning us, not with some 3 line blurb in the paper which many of us don't read but loudly and profusely? It should be on every billboard in town. There should be a countdown on the city square telling people when the randomness will end. There should be huge warning signs everywhere saying "WARNING: This street will be closed from this time to that." Why aren't there policemen at 4-way stops during high traffic times? Why aren't there alternate routes? If you have so damned much extra money to tear up the city then sacrifice a street or two and use the money to minimize the sense of futility. Not everyone can add an extra 20 minutes to each trip they need to make. With a little information you could have turned it into a positive instead of a negative. Many of us are dealing with life and death situations on a daily basis. Many of us have stress-filled situations with young children, elderly parents, and jobs. Our schedules are tight and our lives are stretched thin. We're not thinking communally, we're surviving. At least with information we could plan around these wonderful improvements if not celebrate the "progress". And, to further show that I'm not a total idiot, I will concede that I know nothing about what it takes to run a city. I have no idea what challenges you are facing. Maybe all my ideas are stupid from a more informed perspective but I'm trying to give you a sense of what it feels like out here in the field. This is what John Doe trying to scrape by in his every day life is feeling. There is a limbic-gut-lizard-brain unreasoned urge to first, bite my steering wheel in half and second, to vote every government official possible out of office in the next election because they are either uncaring bastards or irresponsible dolts. This pain has been going on long enough and reinforced so intensely that it is emotionally encoded in my brain. I will have to fight against the urge the next time I vote. You really don't want people blindly voting just to get you out of office. There is enough blind voting going on as it is. If this insanity is going to last much longer, tell us. Do something, please. Thank you, Don Harris
