The city of Bloomington Winslow Woods property behind my home has a culvert that is completely obstructed by downed trees. When it rains, the storm drainage from Azalea Lane runs into this intermittent creek in the woods and through the culverts. When the water cannot get through the culverts, it starts to flood our backyards. Because of additional downed trees before the culverts silt and clay has started to accumulate and further block water flow. I have requested in the past that the city take care of the trees on their property and the storm drainage flow from Azalea Lane. I could also see a removal of the culverts as there is no reason they are there.
There is a city street drain at the bottom of my cul-de-sac between my house and my neighbors. I have been told by the city that the drain is not on city property. I am not sure why or how I am to maintain the drain. It is partially underground and does not drain as it should down the hill. How can the city put in a drain that doesn't work and then expect me to correct the issue. Last week I believe they backwashed the drain which let to a HUGE amount of leaves etc that was in the streets to wash down the hill behind my house and AGAIN destroy the steps I built! I have maintained the walking path at Rogers family park on both side of my house but am extremely upset that the city trees that fall and block the drainage along with the street wash (leaves, snow salt etc) destroying both sides of my house and washing away what little yard I have. I have cut brush and pushed logs but I am a 56 year old women and I can't move or clean as the city could if they would just come in and correct the drainpipe and push the dead trees away on the other side of my house. I push mud off of the trail and clean it all the time! I am often asked if I work for the city. I should!! I can't keep up with what the city should be doing with the water drainage in my neighborhood. I am at the bottom and I get EVERYONES leaves, sticks, street salt and mess. Please help me clean it up so I can continue to take care of it.
The manhole in our street segment at 3509 E. Dunstan Drive gets clogged again because of tree leaves, which caused the water from the city sewage to go back to our home. This issue happens every year, and I'd like to report it to the City now so the City can come over and check.

Neighbor is pumping his basement water 24 /7 onto property line flooding my backyard. Is this illegal?
Hello, My home sits at the bottom of an incline where the water in the neighborhood drains onto our driveway and property. Every time it rains the water causes erosion on the property and flooding to our garage and yard. Not only is the un-directed water effecting us, but is also causing the road to erode where water is standing on the asphalt. As well as eroding neighbors propertys and driveway, which then end up in front of our home puddled in the street,(water,gravel,soil). A solution could be installing curbs and catchment drains in the surrounding area to better direct the water from causing more damage to ours and neighboring properties. The issue with this ongoing construction site continues. The workers on-site drove over the silt fence that was supposed to stop concrete run off and they have made no attempts to fix it. Every single time it rains, there is a build up of run off on the sidewalk that prevents water from draining properly and is contaminating the water systems with who knows what. The property has not ever disposed of it properly either (they literally just shovel it onto a tree stump instead of renting a proper disposal receptacle).
Constant water source seeming to come up from the road or sidewalk on the southeast corner of Bainbridge and Allendale.
The water pump at the bottom of Azalea Lane has its hazard light and sound going off
