Serious flash flooding in our neighborhood last night. At least 7 residential lots were affected on W Allen (6 north side of the street, 1 south side) directly west of the drainage creek that runs alongside Patterson. This has been an issue for several years, but is happening with increased frequency and severity. I've owned my house since 2012 and experienced 1 instance through 2019. Since then we've had floods covering much of my front yard at least twice a year. Last night was the 3rd instance this year and the worst I've seen. Water level reached my knees while on the sidewalk. Earlier this year, one neighbor's car was totaled due to flooding. Another had water rise up above floor level in their house a couple years ago. Previous attempts to clear brush, debris, and small blockages in the creek have had no impact. Rain garden bump outs were installed on Allen. They seem to have no impact as they run east up Allen whereas the source of flooding is the creek to the west. Utilities staff working on our block in the past have suggested culverts were too small to handle water flow. Reading the 2022 stormwater master plan, I wonder if installing a detention pond nearby might help. My street runs downhill from Dunn to Walnut. In our older neighborhood, there is no infrastructure to handle stormwater. So the drainage ditch in front of my house and 3 others is the only thing that keeps our street from being flooded completely in any significant rainfall. I maintain it by weeding and cleaning out leaves and litter, along with the culvert that goes under my driveway and can become totally blocked- despite the fact that the debris that blocks it runs down from every house uphill of me to Dunn St. I'm writing two request that this ditch be repaired, as it is full of holes and water is going under it, causing even faster deterioration. Although the ditch was installed by the prior owner and not by the city, it is doing the city's job here; it is handling stormwater and preventing street flooding. This ditch is a small and short-term patch on the major drainage issue in this neighborhood which needs to be addressed in a more comprehensive way soon. My basement, which never had more than a trickle of water for the 23 years I've lived here, regularly floods now. My uphill neighbors' eastern foundation wall collapsed in a rainstorm 2 years ago. Glendora runs like a river in any rainfall, and as you know, rainfalls are getting heavier and more frequent. I will take pictures to show that my ditch keeps one side dry so that the street doesn't flood all the way across. I would really appreciate some short-term help with patching and possibly putting a grate across the culvert, along with a response about a long-term solution. Severe flooding occurred again tonight, June 29, 2025, worse than any prior event here since we moved here 4 years ago. Water rose rapidly and reached homes well beyond the creek. The creek now flows over the entire road southward. I had to warn neighbors up to three houses away to move their cars. I believe the house across the street has flooded. A neighbor called the city Friday (two days ago) asking for culvert clearing, but no one came. No progress has been shared on the engineering case either, despite past assurances. This is a FEMA floodplain, and repeated failures to maintain infrastructure are now causing widespread risk. Photo attached. More documentation available.

Large drain off positioned in front yard of resident blocked by big pieces of cardboard that resident uses. Water pools in different areas or collects in above ground fish tank in side yard. Is this OK with the city to block drainage if the city installs it on private property?

This is the second time this year that my house has been flooded because of the inadequate city storm water drainage at the corner of Overhill dr and East 8th Street. It happened on April 4th and on June 18th. I'm not sure if the city had someone come and cleaned up after storm on April 4th, but my handyman told me that he had to remove a bunch of rocks from the drainage. I really believe that the storm water drainage is too small. Even if we clean it up, it still doesn't function properly. The storm water from the city's drainage backed up to my driveway and flooded the entire basement floor. It has happened many times, but the problem is getting worse throughout the years. I had to spend thousands to remodel my house due to the flood damages.

Flooding continues to be an issue on W 11th Street, at the lowest point where it intersects with Blair Ave. Please see the photos and videos I took yesterday: https://drive.google.com/drive/folders/1WkvlvMpbzfWyCDrWhkIhXHjeLg5dyMIW?usp=sharing I cleared all of the storm drains at this intersection yesterday BEFORE the storm, but within minutes after the storm began, more debris washed in and clogged them up. I had to risk going outside in severe weather and high winds to remove the new debris and keep the water from spilling over into my yard. I fear that one of these days a tree branch will fall on me while I'm out doing this. This road needs MAJOR engineering attention. One thing I noticed is that there are no storm drains on the uphill portions of 11th Street, or at the intersection with Orris Drive. I'm not a civil engineer but I believe that adding additional drains along these areas would help collect some of the water before it makes it to the bottom of the hill.
