Recurring flooding is affecting yards and driveways in our neighborhood, with water reaching depths up to a few feet during heavy rain events. This occurs several times per year and has resulted in property damage, including several vehicles in the neighborhood. Two culverts carry water beneath the roadway at this location. Based on observed conditions, the culverts appear to be insufficient to handle stormwater during frequent events, creating a backwater effect that causes water to pond in residential areas upstream. Previous inquiries have indicated this may be attributed to the area’s flood zone designation. However, the frequency and severity of flooding suggest this exceeds typical floodplain conditions and may indicate inadequate drainage capacity. Requesting a formal evaluation of the culvert system and overall drainage, including assessment of capacity and consideration of potential improvements.

“There’s two dogs that have been outside all day in this heat without a water source for the second day in a row. One is on a lead in the yard and the other is not in a lead or a leash at all and was seen wandering off the property. Yesterday there were a few unsecured gas cans around the dogs, which were concerning as well”

On June 29th, 2025, the creek to the east of the property flooded, causing 10 apartments to get flooded and multiple cars in the parking lot. We believe that upsizing the culvert downstream to allow more water to pass would solve the issue. Thanks!

Serious flash flooding in our neighborhood last night. At least 7 residential lots were affected on W Allen (6 north side of the street, 1 south side) directly west of the drainage creek that runs alongside Patterson. This has been an issue for several years, but is happening with increased frequency and severity. I've owned my house since 2012 and experienced 1 instance through 2019. Since then we've had floods covering much of my front yard at least twice a year. Last night was the 3rd instance this year and the worst I've seen. Water level reached my knees while on the sidewalk. Earlier this year, one neighbor's car was totaled due to flooding. Another had water rise up above floor level in their house a couple years ago. Previous attempts to clear brush, debris, and small blockages in the creek have had no impact. Rain garden bump outs were installed on Allen. They seem to have no impact as they run east up Allen whereas the source of flooding is the creek to the west. Utilities staff working on our block in the past have suggested culverts were too small to handle water flow. Reading the 2022 stormwater master plan, I wonder if installing a detention pond nearby might help. Severe flooding occurred again tonight, June 29, 2025, worse than any prior event here since we moved here 4 years ago. Water rose rapidly and reached homes well beyond the creek. The creek now flows over the entire road southward. I had to warn neighbors up to three houses away to move their cars. I believe the house across the street has flooded. A neighbor called the city Friday (two days ago) asking for culvert clearing, but no one came. No progress has been shared on the engineering case either, despite past assurances. This is a FEMA floodplain, and repeated failures to maintain infrastructure are now causing widespread risk. Photo attached. More documentation available.

Unit 4 renter has been illegally feeding deer and rodents with unshelled peanuts, corn kernels, and bird seed placed on the ground of her porch with water bowls. A hole or rat burrow has now appeared underneath the area where she feeds the animals. Her landlord is Lesa Miller.

Pot hole is not the right word. Hatchback-swallowing sinkhole, I'm assuming leftover from last week's water main break in the same area. Extremely large, 6-8 inches deep in places. Needs filled ASAP as it is a significant safety hazard.

My next door neighbor has set up a unhoused encampment next door. They have unleashed dogs we can climb under the fence and there is no access to water, trash disposal, or bathroom facilities. No discussion was had with me prior to the encampment moving in and it is preventing me or my dog being able to use our backyard.

We walked by and saw clear water bubbling up from a hole in the ground near the sidewalk on the south side of the street. Seems like something is broken? Possible water main break?
